Political instability and conflict have caused social deterioration and a humanitarian crisis in Libya. Despite the deep political divisions in Libya, UNDP, in partnership with communities, local authorities, government representatives and various organizations have made progress stabilizing conflict-affected areas, which has improved the lives of vulnerable populations. UNDP is committed to supporting Libya’s transition to an inclusive political agreement, accountable governance, stabilization, economic recovery and resilience. In addressing the humanitarian and development challenges that have arisen due to the crises, UNDP Libya is expanding its interventions in Libya.
UNDP Libya’s new SUSC (Stability, Unity, Social Cohesion) initiative aims to promote a coherent approach in order to boost local stability, national unity and social cohesion. The project aims to streamline and coordinate UNDP’s efforts through three existing complementary projects (Stabilization Facility for Libya, National Reconciliation and Local Elections) while introducing a new project on Prevention of Violent Extremism into communities where it is most needed. This effort is especially important as all UNDP’s projects can jointly strengthen and leverage their efforts and create impact in a harmonized, complementary manner.
This new phase of UNDP’s work will strive to centre creation of peace dividends strengthening social cohesion and national unity as overall objectives in any initiatives undertaken jointly by the four related projects. By connecting and streamlining different projects in an area-based approach, encouraging increased civic engagement and ownership, and substantively including a wide variety of stakeholders, UNDP will ensure to amplify the impact of its initiatives and its sustainability. Any tangible support provided to communities will be justified by its contribution to the overall objectives and prioritized based on community-endorsed needs where applicable.
A Project Management Analyst is required to support the SUSC Project Coordinator in the day to day management and delivery of the SUSC project. Under the overall guidance and supervision of SUSC Programme Coordinator (Development Coordinator Specialist), the Project Management Analyst supports the project’s efficient and effective implementation. The incumbent will also support the country office in specific areas related to financial management either in projects or at program level when/if needed on an ad-hoc basis. The Project Management Analyst will assist in the production of detailed annual work plans and will assist in the operational management, including provision of administrative, procurement and logistical services.
Duties and Responsibilities
Working under the direct supervision of the SUSC Project Coordinator, and in collaboration with other staff, the Project Management Analyst will provide the following:
1.Assist in the sound management of financial and accounting, human resources and procurement operations for the realization of the project’s outputs in compliance with UNDP Financial Rules and Regulations as well as specific fund/donor requirements, including:
- Act as focal point for the project of all operational, financial and administrative matters related to the project.
- Issue payment requests and fund transfers, following the SUSC Project Coordinator’s approval.
- Prepare project budgets and make budget revisions.
- Support in the preparation of financial reports for approval of the SUSC Project Coordinator.
- Prepare human resource planning, procurement plan, work plans and work specifications are in accordance with UNDP practice.
- Ensure facilitation of recruitment processes of consultants and staff both (national and International) for the project.
- Coordinate and support the hiring of experts rosters and liaise with procurement unit for candidates.
- In close collaboration with the project Staff, ensure efficient procurement and logistical services.
- Coordinate with procurement unit to ensure timely mobilization of goods and services to initiate activities.
- Ensure sound management of programme assets.
- Perform any other tasks requested by the project manager.
2.Coordinate the planning, monitoring, evaluation and support the reporting activities of the project within UNDP Libya, with donors and partners:
- Coordinate with CO Project team the development of the Monitoring and Evaluation Plan, and update the plan as required.
- Support the production of all internal UNDP and external reporting for donors with the project reporting and M&E.
- Develop the annual work plans.
- Coordinate all work planning activities as requested by the SUSC Project Coordinator.
- Perform any other tasks requested by the project manager.
3.Facilitates knowledge building and Management, focusing on achievement of the following results:
- Identifies and captures lessons learnt and best practices within the project and develops and drafts knowledge outputs. Advises on Advice on and supports the development of communication strategies to position its contents with national and international audiences. Guides the Project Support Team to identify lessons learnt opportunities. Participates and ensures proper capturing and documentation to facilitate the application across the project as relevant.
- Analyses new and emerging policy and strategy initiatives at national (national laws and regulations) and international (UN-system) levels, prepare briefings and advice UNDP Management on the implications for the implementation framework of the project.
- Systematically builds capacities of national project staff by provision of regular and constructive feedback on work results and outputs.
- Actively promotes and knowledge sharing and learning culture between the projects and the CO.
Institutional Arrangement
The SUSC Project Management Analyst will report directly to the SUSC Project Coordinator.
Competencies
- Previous experience working in the MENA region is an asset.
- Demonstrated ability to effectively work in post conflict setting.
- Demonstrated ability to be able to manage multiple tasks and to adapt to a changing environment.
- Knowledge of ATLAS and software packages used by UNDP is an asset.
Required Skills and Experience
Education:
Master’s degree in the field of international relations/post conflict development, management, administration, economics, social science or related discipline and 5 years work experience or a Batchelor Degree in International relations/ post conflict development, management, project management, administration, economics, social science or related discipline and 8 years work experience.
Experience:
- 2 years of relevant and diversified professional experience in programme/ project management.
- Sound knowledge of UNDP project management and operational rules, preferably by managing multi-donor projects with project teams.
- Able to communicate effectively, with focus on strong drafting and report writing skills.
Required Language(s) (at working level)
Proficiency in English. Working knowledge of Arabic is desirable.
