CESVI has been one of the first INGOs intervening in Libya, as soon as the Arab Spring begun in 2011 and is carrying out a Humanitarian Protection Program in Tripoli and Misrata within different settings, included Gender-based Violence program since 2016.  

In response to the current situation in Libya, under the PEERS III project, CESVI is providing different humanitarian and protection services for the affected populations (refugees, migrants, IDPs and vulnerable people from the host community), including CM services, MHPSS sessions, NFI distributions, LifeSkills cycles for minors, etc

 

 Safeguarding Policies: 

CESVI has zero tolerance approach to any form of abuse and sexual exploitation as well as bullying and a range of non-sexual abuse of power perpetrated by CESVI employee and related personnel against any individual (children and adults) regardless of age, gender, sexuality, disability, religion or ethnic origin.  

CESVI takes all the complaints and concerns about violence against children and SEA seriously and it initiates rigorous investigation of complaints indicating a possible violation of Child Safeguarding and PSEA policies as well as of CESVI Code of Conduct and Ethical Code. 

Specific tasks and responsibilities: 

Conducting appropriate Child Protection Case Management for children with identified protection concerns and risks, according to international standards and CESVI’s internal procedures.
• Respecting CP Case Management’s SOPs and Code of Conduct for confidentiality and the prevention from harassment.
• Actively participating in team meetings and training.
• Contributing to the daily quality implementation of CP case management, life skills and child prevention activities (such as awareness activities) and cooperating with other CWs and teams regarding the cases/families with multiple concerns.
• Be responsible for the development of a case plan and appropriate follow-up up for each case.
• Proactively contribute to quality and timely drafting of reports on the progress of general protection activities.
• Supporting other departments during activities planning and implementation (i.e., life-skills activities, awareness sessions…).
• Contribute to cooperation with local CSOs in the location including capacity needs assessment, capacity building, and joint activities between CESVI, CSOs and other stakeholders, including MoSA, MoE and relevant parties.
• Representing CESVI in a professional manner in meetings and ensuring effective cooperation with local partners and other relevant actors.
• Hand over his/her tasks with a proper and accurate handover report before annual leaves at the end of contract.
• Fulfil any other additional task requested by the Senior CW, Case Management Supervisor, PM, specialists or Area Manager.
• Adhere to the Safeguarding Policy, code of conduct, and report concerns and raise awareness among the beneficiaries and affected communities about the safeguarding and CFM system and how to report concerns.

In addition, depending on the profile and previous experience of the person, the candidate may be responsible for the following:

Finance
– Fill in and update the cash-book;
– Duly file supporting documents and share them with the finance officer;

Operations
– Collect movement needs from programme staff and compile a weekly movement plan at field level;
– Collect procurement requests from programme staff at field level and prepare the relevant procurement documents (purchase request forms, etc.);
– Check the compliance (quantity, quality, procedure) of procured items/services;

HR
– Keep track of the staff daily attendance and share it on a weekly basis with the HR officer;
– Support on coordination of any written tests and/or interviews in Zwara.
– Onboarding new staff and prepare the contracts, ToRs, CoC and all HR documents shared from HR relevant staff to get them signed.
– Coordinate with HR team for any staff updates and concerns related to Zwara office.
– Act as HR focal person in Zwara and make the proper archiving for all staff personal files

Job Requirements

• Minimum Education: Bachelor’s Degree, preferably in relevant field (social sciences, social work, or
psychology.)
• Minimum one year of experience as case worker, PSS, or protection officer (preferably from INGO).
• Fluency in Arabic and strong written and spoken English skills.
• Excellent drafting, interpersonal, interviewing and communication skills.
• Demonstrated ability to work with highly vulnerable groups.
• Previous experience in finance, logistics and/or HR is welcome (optional)
