Job Description

1.    Role and responsibilities
The purpose of the Shelter Technical Officer for Renewable Energy is to assist with the energy-efficiency components (specifically in household-level photo-voltaic cells) of NRC’s intervention in Libya to ensure quality, effectiveness, and sustainability. The following is a brief description of the role.

Responsibilities

Generic responsibilities:

  1. Ensure compliance with NRC policies, guidelines and standards
  2. Ensure compliance with Shelter CC strategies, tools, handbooks, guidelines and standards.
  3. Guarantee Shelter specific technical responsibility for implementation and documentation of technical activities of  the CCs project(s)
  4. Guarantee Shelter specific technical responsibility for the quality control and monitoring of project activities
  5. Provide specific technical support and capacity building towards project staff
  6. Provide specific technical analysis and feedback to NRC representatives in coordination forums
  7. Assess, promote and document ideas for technical improvement and further program development options
  8. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist

Specific responsibilities 

  1. Plan and supervise quality control of energy access intervention works across the different modalities (e.g., through contractors, cash-based, beneficiary-driven)
  2. Ensure quality of energy access intervention works through conducting regular field visits and providing guidance to field teams
  3. Produce and contextualize technical tools to support implementation of the programme by the team (field supervision checklists, report templates, data collection tools, energy technical assessments, etc.) and capacitate the field teams to undertake them.
  4. Support the tracking of assistance provided for project management, logistics and finances reconciliation, accountability, and M&E (beneficiary counting)
  5. Ensure weekly quality check of evidence/sources of verification (collected by assistants from the field)
  6. Ensure the inclusion of Safe and Inclusive Programme (SIP) considerations, particularly to guarantee accessibility and the safety of beneficiaries
  7. Conduct energy assessments to provide a comprehensive overview of best solutions for energy efficiency in the program, and support the field team in integrating into response plans.
  8. Conduct a market assessments to identify the quality and availability of energy-efficient and renewable energy technology on the market to include in the program both at household and infrastructure level.
  9. Capacitate shelter staff on how to design and calculate solar systems at HH and infrastructure level, including monitoring and quality control on their installation, operation, and commission.
  10. Responsible for reviewing and designing technical packages for renewable energy systems like solar panels.
  11. Support the incremental integration of NRC Minimum Environmental Requirements . Identification of energy systems main risks and mitigation measures (particularly fires, security concerns and wiring connections) to include in the ESMF instruments.
  12. Prepare technical training packages on energy access solutions and particularly on solar panel maintenance and operations to deliver to households, key stakeholders and institutions involved.
  13. Identify law regulations that could impact the project implementation and provide guidance and recommendations in line with the ESMF.
  14. Responsible for designing technical documents for energy-efficient technology in community infrastructure including self-powered refrigerating systems in the rehabilitation of medical centres, solar panels for water pumps, as well as installed electricity poles.
  15. Provide guidelines to the livelihood team on Job creation for renewable energy technology O&M with private sector intermediation.
  16. Provide quick energy solution for current emergency response to storm: repair of damaged solar and non-solar energy systems, solarization of water pumps, street lights near WASH infrastructure etc.

Monitoring: Shelter IMO, M&E team, CFM

Staff: As delegated by line-manager.
Stakeholders: I/LNGOs, Local Authorities, local community representatives;

Information: Project databases, document archives, GOORS, etc.

Competencies

Context/Specific skills, knowledge and experience:

  • University degree in electrical engineering, energy engineering, renewable energy systems, solar panels, or relevant fields, with 4 years’ professional experience with energy provider, management consulting or auditor/consulting firm; investment firm or social enterprise with energy/infrastructure focus; or UN/humanitarian/development agency working directly on operationalizing renewable energy transitions.
  • Have a good understanding of testing equipment and the process of test, inspection, verification and commissioning.
  • Extensive knowledge of financial, regulatory and/or policy frameworks, renewable energy financial management.
  • Familiarity with renewable energy business development is an asset.
  • Ability to meet reporting deadlines, manage budgets and complete quarterly and yearly reporting.
  • Ability to apply knowledge from contemporary research in electrical energy and translate this into humanitarian settings.
  • Strong interest and exposure to development and humanitarian issues, especially in energy and sustainability.
  • Proven experience conducting energy audits and renewable energy systems sizing. Having performed: Single Line Diagram identification, safe use and data processing from energy loggers, measure and identify loads, identify, and assess energy efficiency measures, hybrid renewable energy system operation and maintenance.
  • Demonstrated experience in the design and application of electrical energy solutions, especially renewable solutions.
  • Excellent communication skills
  • Fluency in English and Arabic
  • Able to act on initiative, identify opportunities & proactive in putting forward ideas & solutions
