Shelter Supervisor

Main Purpose

Supervise the daily management in the MSF shelter for vulnerable persons in Tripoli according to MSF values, standards, and procedures to foster a safe rehabilitation environment for persons with protection and medical needs. Ensuring through the supervision of a team, engagement with external actors, and collaboration with all departments within MSF the highest quality of service is being provided to all persons coming to the shelter in Tripoli.

Main Accountabilities:

  • Managing the smooth operation of the shelter, including its operations, administration, logistics, and daily programs.
  • Lead the implementation of a interdisciplinary, patient centred approach, respecting cultural diversity and promoting the dignity of all persons.
  • Ensure that MSF procedures and protocols are followed to guarantee the operational quality of the project.
  • Planning and supervising HR processes (performance evaluation, task definition, leave management and internal and external communication) for the staff under his/her responsibility.
  • Implementing relevant training for the team in collaboration with the relevant referent/activity managers (LOG, PAM, MAM, PMR, MHAM) to ensure the required level of knowledge within the team.
  • Ensuring proper collaboration, communication, and information sharing between the shelter’s team and the various MSF departments.

Specific context Accountabilities:

  • Oversee and manage the overall running and daily functions of the MSF shelter facilities in Tripoli, including staff management, logistics, admin, program tasks, and conflict management.
  • Plan and supervise, in coordination with the PAM, the associated processes (training, performance evaluation, development and internal communication) of the staff under his/her responsibility.
  • Ensuring timely data collection and documentation is completed for each resident by monitoring all case trackers, monthly indicators and length of stays/exit plans for each resident.
  • Ensure entry and completion of all data into the dedicated management software (RIPS etc) is undertaken through weekly follow up with SW/PO staff respectively.
  • Responsible for the materials used and needed in the shelter, their request, inventory, and maintenance.
  • Participate in the effective operation of the SOPs and supporting hosting agreements/exit plans and all other relevant guidelines related to care of residents and their children within the shelter.
  • Contribute to the feedback and safeguarding procedures of all residents and their children to ensure that the shelter safeguarding guidelines are followed by the staff, reporting any concerns, abuse or maltreatment to PAM or PC promptly.
  • In collaboration with PAM and PC when relevant, conduct external stakeholder meetings including with international and national counterparts (the community around the shelter and the LRC).
  • Ensure the physical safety and security of premises for all residents/staff at the shelter and report any security breaches or concerns to the PAM and/or PC.
  • Identify gaps in service provision that impact the wellbeing of its residents, and communicate with the PAM, LOG, MAM and MH team.
  • Actively collaborate and facilitate cooperation among the other departments to ensure the implementation of the interdisciplinary patient-cantered approach in the shelter.
  • Provide day-to-day operational support and leadership to Protection Officers and Social Workers working at the shelter, ensuring the appropriate follow-up with all residents, that basic needs of residents are met and relations between residents is respectful and safe.
  • Report any incident, changes and/or absconding to PAM and or PC, and engage in disciplinary proceedings and implement agreed outcomes as requested by PAM.
  • Working during the night or weekend might be requested.

Requirements

 

Education •          Literacy, Professional training in Social Work, Education or other relevant Human Service fields or diploma related to this type of activity.
Experience •          Mandatory experience in working with children or vulnerable population in facilities, in families or with NGOs and multicultural teams.
Languages •       Fluent in Arabic, good command of English & another language would be a plus.
Competencies •       Cultural awareness and ability to build relationships quickly with a wide variety of people,

•       Patient and compassionate towards vulnerable individuals.

•       Adaptable, flexible, able to improvise and communicate clearly and effectively under pressure.

•       Ability to carry-out recreational/educational activities with youth and be creative.

•       Interests in working with migrants/refugees.

Mandatory •       Availability for night shifts required.
