  1. Role and responsibilities

The purpose of this position is to support the day-to-day implementation of the Shelter related projects delivered by NRC in Benghazi-Libya. The position-holder will be expected to do field visits on that areas of intervention. Projects in this area are delivered through direct implementation.

 

Generic responsibilities

  1. Ensure adherence to NRC policies, tools, handbooks and guidelines.
  1. Implement delegated CC project portfolio according to plan of action.
  2. Prepare and develop status reports as required by management.
  3. Ensure proper filing of documents.
  1. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  1. Promote and share ideas for technical improvement.

 

Specific responsibilities

  1. Project Implementation. As delegated by line-manager, responsible for supporting the successful implementation of all Shelter projects delivered through direct led modalities throughout the full project cycle.
  2. Technical Quality. Responsible for supporting technical quality in accordance with the agreed NRC Libya Country and CC Strategies, tools and guidelines. This includes – but is not limited to – ensuring the compliance of all Shelter projects with Housing, Land and Property (HLP) requirements, meaningful consultation with affected populations throughout the project-cycle, needs-based targeting and selection, and integration with other Core Competencies (where relevant). Responsible for completing technical packages (BOQs, drawings, SOW) with the support of the technical assistants.
  3. As delegated by line-manager, responsible for supporting Shelter technical components of Area Office-level needs assessment. This will include Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, and construction assessments (including BoQs).
  4. Protection Mainstreaming. Responsible for supporting protection mainstreaming in all Shelter related activities throughout the project-cycle. This includes – but is not limited to – ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
  5. Project M&E. As delegated by line-manager, responsible for accurate and high-quality Monitoring and Evaluation of NRC Shelter related activities, including information management (in coordination with IMO) and archiving. This will include – but is not limited to – the successful implementation of construction/process, output and outcome monitoring conducted by NRC, implementing partners and/or third parties. M&E activities will be conducted in accordance with the Libya M&E Strategy, tools and guidelines.
  6. As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC Shelter Area-level achievements through all relevant reporting mechanisms. This includes, but is not limited to, internal reporting mechanisms (e.g. NRC GOORS), donor reports and inter-agency reporting of achievements (E.g. 4Ws).
  7. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the Shelter project team, within other Core Competencies and with the Support Team. This includes – but is not limited to – the Shelter and the Housing, Land and Property (HLP.

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

 

Programme Development: Shelter Project Team.
Area Operations: Shelter Project Team.
Support Services: Area Office Support Team.
Monitoring: Shelter IMO, M&E team, CFM

 

Scale and scope of position

Staff: As delegated by line-manager.
Stakeholders: I/LNGOs, Local Authorities, local community representatives;
Budgets: None
Information: Project databases, document archives, GOORS, etc.
Legal Compliance with NRC Policies and Procedures;

 

  1. Competencies

These are skills, knowledge and experience that are important for effective performance.

 

Generic professional competencies for this position:

  • Minimum 2 years of experience of working in in a humanitarian/recovery context or equivalent;
  • Minimum 2 years of technical experience in shelter construction fields.
  • Bachelor Degree or above in civil, structural engineering, water engineering, architecture or any relevant field;
  • Experience of working in complex and volatile contexts;
  • Technical Shelter and or WaSH and Emergency Response expertise.
  • Good understanding of common water, sanitation and hygiene promotion approaches in emergency response.
  • Documented results related to the position’s responsibilities.
  • Good computer skills (MS Office, including Outlook for email). AutoCAD, WaterCAD and structural analysis & design software’s knowledge is required.
  • Fluency in Arabic, both written and verbal.
  • Good level of English, both written or verbal.

 

Context related skills, knowledge and experience

  • Knowledge of the context in Libya;
  • Experience with direct-led programming.
  • Experience supervising construction and rehabilitation activities.
  • Experience communicating effectively with stakeholders and communities.
