ORGANIZATIONAL CONTEXT AND SCOPE

Under the overall guidance of the Protection Coordinator and the direct supervision of the Protection Officer, the incumbent will support the overall implementation of Protection activities, line manage protection team leaders, and support protection mainstreaming across IOM projects

RESPONSIBILITIES AND ACCOUNTABILITIES

1.Provide technical supervision to and day-to-day monitoring of protection activities and ensure they are implemented in line with IOM policies and procedures. Core protection activities include, but are not limited to: protection assessments, protection monitoring, protection case management (GBV, CT, other vulnerable categories), protection referrals, community-based protection activities including outreach, community dialogues, awareness sessions and trainings.
2.Supervise and manage national protection teams in Tripoli, including line management of Senior Protection Assistants responsible for case management and community-based protection. Ensure that teams are coordinated across activities and geographic locations, support structured regular meetings and reporting along with other managers and Senior Protection staff.
3.Work in very close cooperation with other IOM units including MRRM, VHR, MHD, MHPSS, LHD, to ensure that protection is mainstreamed throughout, and integrated into IOM programming and activities. Consistently update and maintain clear coordination mechanisms on the ground.
4.Participate in relevant external meetings as requested, including humanitarian and development partner meetings, government meetings and relevant task forces. Build and maintain strong partnerships with relevant humanitarian and government partners in the development and implementation of IOM Protection activities.
5.Support the Senior Protection Management in the  operational planning of IOM Libya Protection activities. Contribute to project proposals, reports, standard operational procedures, meetings, multi-department planning, logistics and administrative planning and reporting including stock, and other activities as required.
6.Support the timely and accurate reporting and sharing of all activities, project deliverables, team meetings, protection staff reports and data entry in line with reporting requirements and IOM data protection principles.
7.Contribute to designing and delivering capacity building and trainings to government and NGOs, as well as community based protection activities including community dialogues, awareness raising sessions and focus group discussions promoting accountability to affected populations.
8.Promote and maintain good standards of work and adherence to protection principles.
9.Provide the team and other IOM units with technical guidance, capacity building and direction for effective planning, implementation and monitoring of the activities. Promote continuous learning, oversee regular and structured meetings and supervision as well as tracking and reporting mechanisms;
10.Perform other duties as may be assigned.

EDUCATION

Bachelor degree from an accredited academic institution in Political or Social Sciences, Development Studies, Human Rights, Communication, International Relations or Law, or relevant field; with five  years’ experience in a relevant field.

EXPERIENCE

  • At least 5  years of work experience in the field of migration and/or protection
  • Prior experience in working with mixed migrant population on protection and direct assistance
  • Experience in communicating and working with a wide range of actors, including people of culturally diverse backgrounds, government and authorities, humanitarian actors (UN agencies and NGOs).

SKILLS

  • Demonstrated management and leadership skills;
  • Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines;
  • Knowledge of Case Management Software;
  • Demonstrated problem solving attitude and skills;
  • Good analytical skills, strong eye for detail and accuracy
  • Computer literacy and skills with specific proficiency in Microsoft applications.

LANGUAGES

Fluency in English and Arabic (oral and written).

Working knowledge of French is an advantage.
