governments and migrants.

Context:

Under direct supervision of LHD Programme Manager, the Sr. Programme Assistant will be responsible for supporting the LHD activities and ensuring that the implementing partners are on track with their action plans. The incumbent will be responsible for the following tasks:

Core Functions / Responsibilities:

  1. Support the Programme Manager and Project Officer with all the administrative, logistical, communication and visibility and networking activities to support the implementation and coordination of all LHD activities with the Libyan counterparts.
  2. Supervise the Youth Employment Outreach Assistant and the Skills Matching Assistant in their function of implementing day-to-day activities at the Youth Employment One Stop Shop to ensure smooth functioning.
  3. Serve as liaison support to communicate and coordination LHD operational engagements with the Libyan counterparts.
  4. Support in monitoring of the livelihood and social cohesion grants implemented in Tripoli.
  5. Monitor and attend events in Tripoli that are related to LHD programming to expand its outreach.
  6. Support in conducting research on LHD-related topics and issues as per programme needs.
  7. Able to professionally translate the document, information, and data from and for the field team from English to Arabic and vice versa.
  8. Handle the logistical arrangements for focus groups, workshops, exchange sessions and trainings.
  9. Assist in ensuring the smooth implementation of all LHD activities of the EU-funded project, and related projects, by supporting the preparation and adaption of workplans, in coordination with the Programme Manager.
  10. Assist the LHD Programme Manager in developing project documents, forms and tracking tools for LHD Unit
  11. Undergo field travel as needed to support field team;
  12. Demonstrate an in-depth understanding of relevant Operations SOPs as well as the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Code of Conduct and instruction on the Prevention of Sexual Exploitation and Abuse (PSEA.);
  13. Maintain the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert the management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners;
  14. Perform such other duties as may be assigned;

Required Qualifications and Experience

Education

·       Bachelor degree in social sciences, administration and minimum four years experience in a relevant field.

·       High school degree with six years of relevant professional experience.

Experience

  • Previous working experience in other international organizations (IOM, UN etc.) is an advantage.
  • Good knowledge of MS Office applications. e.g. Excel, Word, Outlook, etc

Skills

  • Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines.
  • Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment.
  • knowledge of financial and administrative management and effective resource management skills.

Languages

  • Fluency in English and Arabic is required
  • Working knowledge of French and/or Spanish is an advantage

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
