Organisational Setting and ReportingThis position is located within the Joint Analysis and Reporting Unit (JARU) of the United Nations Support Mission in Libya (UNSMIL). The position is based in Tripoli, Libya (Tripoli is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will be under the overall supervision of the Assistant Secretary-General and Mission Coordinator (ASG-MC).

On 30 September 2021, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 January 2022, through resolution 2599 (2021). The Security Council has tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilise post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities

Within delegated responsibility, the Senior Information Analyst, Political Affairs, will be responsible for the following duties:

    •  In accordance with UNSMIL’s mandate, provide overall strategic direction to JARU, including JARU staff, plans and activities;
    •  Oversees the monitoring, collection, evaluation, analysis and dissemination of information relevant to the implementation of UNSMIL’s mandate, from a variety of sources, in support of policy development, strategic planning and decision making in the Mission;

Acts as the focal point for collecting and analyzing all information collected from different sources inside and outside the mission. Works closely with other organizational units in the mission to consolidate information and provide analysis to the senior leadership of the Mission;

    •  Ensures the timely production, consistency and quality of JARU’s integrated analytical products, including situation reports, trend/incident analyses, threat assessments, early warning scenarios, profiling and risk mapping, and incident and crisis management reports; c3BacHf vpySN
    •  Provides the Mission Leadership Team with an incisive understanding of developments, issues and trends, and their implications, as well as assessments of cross-cutting issues and threats that may affect the implementation of the Mission’s mandate;
    •  Develops, maintains and revises as needed the JARU’s monitoring, analytical and tasking tools (“Requests for Information”, “Priority Information Requirements”, “Collection Plans”, etc.) to detail the scope of situational awareness, analytical products, priorities, sources deadlines, dissemination, etc.;
    •  Provides analytical support to the Mission’s Crisis Management Team;
    •  Provides briefings to the Mission Leadership Team, Senior UN staff and visiting delegations and represent the JARU in meetings as required;
    •  Develops and maintains effective working relationships and foster collaboration with Mission components, the UN Country Team (UNCT), UN Headquarters, as well as external actors and organizations in the country and the region;

Develops and implements standard operating procedures and other relevant guidance and good practices for the work of the JARU;

  •  Performs other duties as directed by the Assistant Secretary-General Mission Coordinator.

CompetenciesProfessionalism: Sound operational comprehension, strong analytical skills and experience in information collection, management and representation. Excellent drafting and editing skills with the proven ability to produce cogent reports and edit the work of others. Ability to identify politically sensitive and operationally significant issues. Ability to develop information collection, assessment and analysis plans that support the mandate of the Mission and its strategic objectives. Ability to coordinate with various actors, including Mission components, the UN Country Team, government officials, civil society organizations, regional and intergovernmental organizations. Expertise in crisis management, particularly in an operations room context at the Mission (theatre level). EducationAdvanced university degree (Master’s degree or equivalent) in political science, social sciences, international relations, law, public administration, economics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work ExperienceA minimum of ten (10) years of progressively responsible experience in intelligence or information analysis, political science, international relations, journalism, development, security (military/police) or related field is required.

Two (2) years of relevant experience working in a conflict or post-conflict setting is required.

Leadership and managerial experience is required.

Relevant experience working in/on the Middle East or in/on North African countries is required.

Experience managing a joint operations centre (or equivalent) or an analysis centre (or equivalent) is desirable.

Experience of working on non-state armed groups is desirable.

Experience working in a United Nations peacekeeping or special political mission is desirable.

Professional experience working on political and/or security issues related to Libya is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Arabic is desirable.
