Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst crises and helps people to survive and rebuild their lives. At work in over 40 countries to restore safety, dignity and hope, IRC leads the way from harm to home. The IRC has headquarters offices in New York and London.

The IRC launched a program in September 2016 in Libya which provides life-saving medical care, medicines, and medical supplies and in doing so strengthens the capacity of the Ministry of Health. At present, the IRC is conducting these activities in Misrata and will soon start providing health services in Sirte.

Job Overview/Summary: The Senior Finance Officer (Sr. Finance Officer) is responsible for managing the finance function for IRC operations in Tripoli. The Senior Finance Officer will report directly to the Field Coordinator Tripoli and to the Finance Manager for technical Finance Support. The position holder will be responsible for cash flows and cash forecasts, financial reporting, staff/partner training and capacity building and overseeing day to day running of the field finance office.

Major Responsibilities:

Specific duties
  • Assist in the implementation of the Finance policies procedures and internal controls to ensure compliance with the IRC procedures and guidelines.
  • Supervise and responsible the day-to-day operations of Tripoli Finance.
  • Reconcile payments in the bank / cash book as well as the BVA system.
  • Assist in month and yearend closing tasks and entries.
  • Ensure all advances are timely liquidated and reconciled at the end of each month.
  • Ensure that outstanding invoices are paid and charged to the grants before the end of the month to ensure they are booked within the same month incurred.

 

Data Entry / Accounting Records

  • Maintain subsidiary ledgers for outstanding advances, receivables and payables to be cleared on timely bases.
  • Finance verification review and follow up on payment documentation, to ensure completeness and accuracy of Tripoli office payments entries.

 

Payroll, withholding Taxes and Social Security

  • Assist in reviewing the Libyan national staff payroll prepared by HR including the withholding taxes and social security deductions, for calculation accuracy and completeness.
  • Assist in accounting entry of the national payroll allocation; ensure standard financial controls are maintained and are accurate.
  • Prepare the withholding taxes payments and required reports to local Tax authorities.

 

Bank / cash Operations

  • Ensure internal control procedures and required documentation are followed for all bank and cash disbursement, exchanges, receipts and transfers
  • Perform a documented bank and cash reconciliation monthly, obtain monthly bank statements in the first week of the following month for all bank accounts
  • Process cash withdrawals from the bank and ensure timely bank and cash payments as needed by the operations and programs implementation
  • Assist the Finance Manager liaise with bank officials in order to ensure uninterrupted services provided by the bank
  • Communicate any discrepancies or internal controls issues directly to the DDF
  • Consolidate and review projection requests of the program activities implementation needs. Preparation of cash forecasts and CTR for Tripoli office monthly for further process
  • Working with field and program coordinators to support more accurate cash forecasts, monitoring and control of their budget spending

 

Other

  • Assist the Finance Manager in responding to internal and/or external audit requests
  • Prepare monthly balance sheet reconciliation reports
  • Assist the Finance Manager in donor reports preparation
  • Review all Purchase Orders and Purchase Requests for proper coding and budget adequacy
  • Liaison with Supply Chain, Administration and Program.
  • In liaison with Logistics department, prepare commitment lists every month for financial obligations already entered into but not captured in financial reports.
  • Participate in tenders and review tender documents
  • Supervise Tripoli Finance Assistant setup performance evaluation goals, capacity building training plans setup to ensure efficiency.

Job Requirements:

Education:

  • Bachelor’s degree in Finance, Accounting or Advance Diploma in Accounting from recognized College/Institution

Work Experience, Skills and Competencies:

  • Minimum of Three years of finance or accounting experience
  • Computer literate with experience in MS. Office, accounting package knowledge (SUN system) will be a plus.
  • Previous experience with International NGOs and/or USAID projects is highly desirable
  • Very good communication both written and verbal in English
