Job Description

The humanitarian situation in Libya has deteriorated since the 2014 civil war. 1.1 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya which aimed to provide life-saving medical care, medicines, and medical supplies to Libyans and non-Libyans and in doing so strengthen the capacity of the Ministry of Health. The IRC Libya program is in the process of expanding the scope and scale of both protection and health programming in Misrata, Tripoli and Bani Walid, developing an outcome focused strategy that aims to restore and strengthen the primary health care system, focusing on ensuring survival, equitably, and at scale to reach the largest number of clients.
Location: Tripoli with frequent travel to program sites in Tripoli area of operation

Time in Tripoli office: 30 % See the scope of work percentage split under responsibilities.

SCOPE OF WORK
The Humanitarian Access & Security Assistant contributes to and are responsible of strengthen the country security and access by supporting program field staff, volunteers and community health workers in conducting their work in a safe and secure manner in accordance to IRC Libya country program security management system and its associated standard operating procedures.
RESPONSIBILITIES
Generic Responsibilities (30 %)
Security policy implementationen for IRC, Tripoli Office and field site locations and area security management policies.
Site security (facility and/or distribution) assessments of potential program or facility locations.
Provide flash advisories to IRC staff for security incidents within area of operations
External Security Coordination – Liaise with other NGOs, the UN, and PSCs as required for execution of contingency planning, security-related service provision, or information exchange
Site Security – ensure the security of IRC facilities by conducting regular site inspections
RAS (Rescue At Sea) Operations – run the tracking and security management of daily RAS operations and movements
Access Support – Cover duties performed by the Sr. Security Officer and Humanitarian Access & Analysis Officer in the event that they are unavailable or otherwise unable to perform those functions.
Perform any other duties as directed by management
Specific Responsibilities (30 %)
Security Policy Implementation at field site and office level
Strictly adhere to the IRC Code of Conduct.
Support on COVID-19 contact tracing.
Support in ensuring ALL CCTV and FIRE SAFETY regulations are met in all IRC facilities in the Tripoli area of operation.
Regularly monitor the news and share timely security related information on the platforms adopted by IRC Lybia (WhatsApp, GINA-GO…).
Updating the Humanitarian Access- and Field Tracker in the BOX folder.
Field Assessments (30 %)
Produce Security Risk Assessment for field- and distribution sites etc. at the municipality level, and conduct site security assessments for programmatic sites in Tripoli area of operation as directed by the Sr. Security Officer.
Maintain deep knowledge of security dynamics within Tripoli, to include tribal relations, community acceptance levels towards various conflict actors, insurgent activities, and any other trends that may impact humanitarian access
Capacity Building (10 %)
Conduct orientations for new national staff on IRC Libya S&S policies
Assist the building of capacity, awareness and preparedness of staff to deal with security-related risks, threats and incidents through the delivery of high quality, regular trainings/ briefings to national and international staff and IRC visitors when deemed necessary
Support the delivery of security and safety training for all guards and drivers on a regular basis.
Conduct Fire Safety briefings for Tripoli area of operation site locations and office.
Qualifications
Education degree: University degree (or three years of relevant experience with high school degree)
A minimum of 1-2 years of non-profit or NGO work.
Advanced knowledge in communications technology, including, satellite communications, cell phone mediums, etc.
Ability to gain a precise understanding of the various local, regional, country and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.
Stable, moral and robust character and a good team-player
Good communication skills, calm and a good sense of humor
Fluent in written and spoken English and Arabic Preferable
Training in safety, fire, and evacuation procedures
Interested in delivering training for humanitarian or other agencies

Within the first six months, attend and successfully finish the following training:
Humanitarian Access and Negotiation ONLINE training (NGO perspective).
IRC READI training or similar course.
