Regional Program Manager  

 

Background 

The Libya Transition Initiative (LTI) 3 aims to strengthen conditions that enable political compromise. The program objectives are to 1) maintain stability in strategic areas; 2) preserve civilian institutions that provide alternatives to military actors; 3) strengthen momentum for moderate-led compromise; and 4) support positive efforts by other local and international stakeholders. LTI aims to achieve these mutually reinforcing objectives through multiple clusters of activities that address complex, unpredictable events with flexibility and speed.   

 

Purpose 

The Regional Program Manager (RPM) plays a critical role in the Grants Management Unit (GMU) for ensuring that program activities are implemented rapidly and effectively, in full compliance with USAID regulations and policies, and consistently with donor operating methodology which emphasizes a hand-in-hand approach to working with local partners. The RPM will be responsible for the administrative and financial development and implementation of USAID/OTI-approved activities, working in coordination with other team members including the Program Director, other Regional Program Managers, the M&E Manager, and the Program Development Officers. The RPM is responsible for overseeing program implementation in their designated office. The RPM supervises the Program Development Officers, Grants Specialists, Procurement Specialists, Grants Assistants, in addition to any selected shortterm consultants. The RPM also coordinates as needed with the country representative when requested, to provide information and updates on grant concept development and activity implementation either verbally or in writing. 

 

Reporting 

The Regional Program Manager reports to the Deputy Chief of Party – Program.

Benghazi 

 

Responsibilities  

  • Provide supervision and overall direction to the National Grants Management Unit (GMU), working closely with the Deputy Chief of Party-Programs (DCOP-P).  
  • Ensure that project performance and quality standards are maintained by the GMU. 
  • Ensure compliance with Chemonics and USAID policies and procedures, achievement of intended results and disbursement targets. 
  • Represent the program as senior leadership for the regional program office in Libya.  
  • Serve as overall manager in project office and coordinate with team members based in other regional offices. Responsibilities are not limited to: oversight of cash liquidity in project safe, ensuring staff are in compliance with Chemonics internal rules and regulations, project office is suitable for project staff.  
  • Oversee staff performance is in line with staff’s roles and responsibilities and provide coaching and mentoring, as needed.  
  • Manage GMU team members’ performance and help them to prioritize tasks and identify and propose solutions to overcoming roadblocks and implementation challenges.  
  • Help the National GMU’s Program Development Officer (PDO) to identify potential partners through networking and outreach, and work with him/her to design and develop grant concepts and activities. 
  • Provide technical assistance to grantees and potential grantees as required, during the concept development and in the implementation stage, working closely with the PDO and Grants Specialist and other staff. 
  • Work with the project team and management to analyze the rapidly changing political environment and contribute to the program’s rolling assessments, strategy review sessions, and other planning exercises, under the overall guidance of the OTI country representative, COP and DCOP-P.  
  • Coordinate and liaise with other implementing partners in Libya.  
  • Problem solve and troubleshoot throughout the grant cycle to ensure that implementation challenges are resolved, and the technical integrity of the activities is maintained. 
  • Coordinate as needed with the finance team to ensure grant projections are met and cash flow for activities is available throughout their implementation. 
  • Coordinate and liaise with other implementing partners in Libya.  
  • Undertake other duties as assigned by the supervisor. 

 

 

Qualifications 

  • Bachelor’s degree in a relevant field required. 
  • At least five years of relevant work experience demonstrated grants management experience desired 
  • Fluent written and spoken English and Arabic are required.  
  • Strong organizational, management and administrative skills, particularly related to the development and implementation of donor-funded programming in a conflict or transition environment.  
  • Demonstrated analytical ability and understanding of local and regional political context, with the ability to think creatively in conceptualizing relevant grant activities. An up-to-date understanding and knowledge of the political environment and social conditions in Syria and the surrounding region.  
  • Proven knowledge of local, national, and international emerging governance bodies, NGOs and community-based organizations implementing relevant activities and programs in Libya.  
  • Ability to undertake multiple, complex tasks with minimal supervision. Ability to work independently, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message.  
  • Ability to effectively use computer software including the OTI Activity Database and word processing and Excel spreadsheet applications.  
  • Ability/willingness to travel throughout Libya as needed, sometimes to remote locations and under challenging conditions.
