Organizational Setting and Work Relationships

The Public Health Associate will support UNHCR Libya efforts to respond to the health and protection needs of refugees in selected locations in Tripoli, Central and Western region. S/he will be a member of the Health Team as well as UNHCR Emergency Response Team responsible for conducting needs assessments, establishing partnerships and participating to build and / or refine existing referral systems as well as putting in place identification and referral mechanisms to local health and other service providers and UNHCR or other health partners, also in coordination with the health sector. The incumbent will establish appropriate consultative and monitoring frameworks, provide technical guidance to the Emergency Response Team, work with UNHCR and other partners and coordinate health-related activities in selected urban areas in Tripoli and Central/Western regions. The incumbent will report to the Assistant Public Health Officer at functional level and to the ERT Coordinator. S/he will be a member of the Emergency Response Team and will also be the focal point for the health information system (HIS) relating to the work of that Team. The Public Health Associate will be the focal point for contact with local health providers in areas of ERT operation. This will include training of providers, UNHCR and partner staff both formally and on the job, assessment of accessibility and quality of services. The Public Health Associate will also liaise with WHO, the Health Sector and the Ministry of Health in consultation with the Assistant Public Health Officer.

Functional Statement:

Duties:

– As part of the Health team, Support the Emergency Response Team in all areas of operation relating to health based on updated needs assessments and through Partners.

  • –  Regularly monitor health assessment, identification, referral and partnership mechanisms in place though the ERT ensuring the provision of quality health services in accordance with (inter)national guidelines and protocols.
  • –  Regularly monitor the quality and effectiveness of health services in areas of responsibility of the ERT, report findings and address issues to the ERT Coordinator and Associate Public Health Officer for follow up.
  • –  Assist in proper coordination with officials of relevant institutions involved in planning and implementation of assistance to PoC.
  • –  Conduct frequent analysis of cases submitted for public health activities and provide statistics when requested.
  • –  Conduct frequent follow up on the monitoring and evaluation sheets provided by Partners, conduct needed analysis and provide data when requested.
  • –  Assist in effective communication with other units within UNHCR and Partners, including orientation on health projects/activities, training and monitoring/evaluation of health-related interventions.
  • –  In consultation with the Associate Public Health Officer, undertake regular monitoring for any changes in the policy or practice of local health providers and of the Ministry of Health on health services provision to PoC.
  • –  Conduct regular refresher training for all relevant staff and Partners.
  • –  Ensure effective tracking of health cases referred to local providers by ERT
  • –  Assist in effective communication with Health Unit, implementing partners and out contracted

    medical providers

  • –  Prepare and provide collated health data for submission in donor reports and health unit fact sheets as

    well as other documents.

  • –  Assist in telephone counselling and face to face counselling of PoC if required.
  • –  Take action and initiate measures to mitigate risks to the Organization from inappropriate charges

    relating to medical bills.

  • –  Take action to ensure quality health information system reports that contribute to the quality of

    primary, secondary and tertiary health care services for refugees.

  • –  Perform other related duties as required.

    Essential Minimum Qualifications and Experience:

  • –  6 years relevant experience with High school diploma in Public Health/Medical Sciences, and/or Certificates and/or Licenses in Health related clinical qualification.
  • –  IT-Computer Literacy;
  • –  PR-Refugee protection Principles and Framework;
  • –  MD-Assessment of quality standards of health facilities;
  • –  MD-Community Health – Health Data Collection/Analysis/Interpretation;
  • –  MD-Health Information Systems (HIS);
  • –  MD-UN-wide health care policies and protocols (e.g. medical evacuation procedures, etc.);
  • –  CL-Multi-stakeholder Communications with Partners, Government & Community;
  • –  Fluency in English and working knowledge of another relevant UN language or local language.

    Desirable Qualifications & Competencies:

– Health data collection e.g. patient information management systems, heath information systems and related technology.
