Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified, flexible professional to work in Tripoli as Protection Monitoring Team Leader.

About the job

The Team Leader has a leading role in the implementation of all DRC’s protection objectives for Libyan and non-Libyan conflict and displacement affected populations as relevant to protection monitoring. The Team Leader manages the protection monitoring field team, contributing to administrative and technical support in close coordination with the Manager. This includes planning of field-based activities in line with Protection Information Management (PIM) principles and Protection Monitoring Standard Operating Principles (SOPs), contributing to Protection Monitoring Report writing and analysis.

Your main duties and responsibilities will be to:

• Under the supervision of the Protection Manager, ensure effective protection monitoring activities with efficiency and according to allocated budget and developed work plan.
• Monitor and analyse trends of the protection situation and environment in all areas of intervention for all groups of concern for management, program, and advocacy purposes.
• Lead, in close coordination with the PIMO and Manager, to the regular development of protection monitoring products, including monthly/quarterly/annual highlights/ad hoc reports as requested by the Manager as well as on individual initiative.
• Ensure implementation of DRC’s protection monitoring activities is conducted in a timely manner, including monitoring delivery of the agreed outputs, in accordance with international standards.
• Lead and manage the protection monitoring team – including planning and performance with a focus on well-being and development. To this end, provide technical support, supervision, and guidance – and in close communication with the Manager tailor capacity building and training plans.
• Encourage a positive, inclusive, and mutually supportive team spirit among the team under his/her supervision and with other protection and sectors teams.
• Represent DRC to communities including community focal points, stakeholders, persons of concern and otherwise as delegated by the Protection Manager.
• Collaborate and contribute to coordination with internally with other DRC sectors (including Shelter, WASH, and Economic Recovery units), as well as externally with other INGOs as relevant and delegated by the Protection Manager.
• Support in planning and updating of achievement trackers and highlighting constraints and gaps, with responsive planning to mitigate delays in achieving programme objectives, outputs, indicators and activities as per agreed donor commitments.
• Collaborate with the Manager and PIM Officer to ensure field-based records and documentation are properly managed and compliant with DRC data protection requirements and best practices. This includes ensuring activity reports are archived on the server and/or uploaded onto online platforms.
• Take the lead in supporting the coordination of program activities as they relate to logistics, administration, finances, or security, in coordination with the relevant departments.

About you

To be successful in this role we expect you to have strong cultural awareness and sensitivity, ability, and willingness to work with all groups of conflict-affected population, including vulnerable migrants and refugees. Your inclusive communication style ensures contribution to a positive work environment, with space for feedback, learning, and quality activity implementation. Your solid knowledge of the migration context in Libya and of protection risks faced by conflict-affected populations, including migrants and refugees, combined with good verbal and written communication skills ensures you can provide core contributions to monitoring reports aiming to raise protection needs, risks, trends, and gaps. You are a good planner, with experience in managing resources (material and budgets). Moreover, we also expect the following:

Required

• University degree in social sciences, humanitarian affairs, development or any other related field.
• 4+ years of professional experience in the field of humanitarian interventions, human rights, civil society, or community development, preferably with an international humanitarian organization.
• 3 years experience working directly with conflict-affected and/or vulnerable groups, including migrant and refugee populations.
• Strong skills in verbal and written communication, with proven capacity to document, summarize and analyze protection data and to share information in a clear and systematic manner.
• Strong experience in identifying and responding to needs of particularly vulnerable individuals and groups based on field work, protection, age, gender, and diversity analysis and other criteria.
• Strong team coordination abilities, with dedication to personal and staff development and on-the-job learning.
• Fluent Arabic written and writing skills, and very good knowledge of written and spoken English.

Desirable

• Understanding and experience working with other protection components, particularly case management, legal aid, and community-based protection.
• Solid knowledge of the migration context in Libya and of protection risks faced by conflict-affected populations, including migrants and refugees.
• Demonstrated capacity to effectively represent a humanitarian organization with communities and stakeholders.
• Knowledge of French and other languages are considered as asset.

We offer: 

Contract length: 9 months with possibility of extension depending on performance evaluation and funding.
