About the job :

DRC Libya is looking to recruit a qualified, flexible professional to work in Tripoli (with support to other locations such as Yefren) as Team Leader – Community Based Protection (CBP).

The Team Leader – CBP will lead the implementation of DRC community-based protection mechanism activities, including information dissemination, awareness-raising and psychosocial support at both individual and community levels, , and other related tasks. Activities are implemented for Libyan and non-Libyan populations in need of humanitarian assistance.

Under the supervision of the Protection Manager, and in close coordination with other DRC Protection teams and field units, the Protection Team Leader – CBP is an active member of the Protection field team, involved in different field-based activities as related to community engagement. This includes strengthening DRC’s community outreach approach and engaging with Libyan and non-Libyan Community Protection Volunteers (CPVs), including through supervision and capacity-building of the volunteers.

S/He will develop and maintain good relations with the other protection team members, CPVs, the persons of concerns, relevant stakeholders, and other humanitarian actors.

 

Responsibilities:

 

Programming & Operations

  • Under the supervision of the Protection Manager, supervise and plan for community mapping exercises, effective community mobilization and engagement activities efficiently and according to allocated budget and work plan.
  • Regular updating of all activity tools (including program delivery and monitoring) used to carry out protection activities.
  • Ensure that DRC’s protection activities are delivered in a timely manner, in accordance with international standards, and are flexible and responsive to emergencies and influx, including through participating in rapid protection assessments, joint assessments, protection analysis etc. to identify protection concerns and needs and act for response.
  • Lead in identifying information and awareness-raising needs and gaps related to protection and rights among target beneficiaries and communities.
  • Support in designing content for accurate and impartial information dissemination to the beneficiaries through individual, collective/group events, advisories, and leaflets.
  • Lead on the implementation of community empowerment and capacity-building activities with the aim of preventing and/or reducing protection risks and building resilience.
  • In close coordination with CPVs and Protection Monitoring teams, building on community engagement initiatives; share updates highlighted by CPVs and community members on protection risks, concerns, and situational updates affecting populations of concern to the Protection Manager for management, program, and advocacy purposes.
  • Use solid participatory approaches with attention to age, gender, diversity, and vulnerability criteria, to facilitate meaningful dialogues that enable participants to self-identify protection concerns that affect their communities.

 

Team Management

  • Lead and manage the CBP team in Tripoli, including planning, performance management, working towards staff well-being and development.
  • Ensure effective planning and quality implementation of DRC’s protection activities in areas of concern through the development of sound work plans for the CBP team in Tripoli.
  • Ensure daily monitoring and quality control over of DRC’s CBP activities in areas of concern.
  • Provide technical support, supervision, and guidance to the CBP team in Tripoli, and Yefren in coordination with the Yefren Protection Team Leader (including contributing to the development of protection monitoring technical tools and guidance, tailored capacity building plans, training and on-the-job coaching and mentoring).
  • Encourage a positive, innovative, and mutually supportive team spirit among the team under his/her supervision and with other protection and sectors teams.

 

Coordination and representation

  • Collaborate with relevant internal and external technical experts, including the Protection Manager, Protection Specialist, Protection Coordinator, and other Protection Team Leaders on all relevant issues.
  • Represent DRC at meetings and other relevant technical coordination meetings as delegated by the Protection Manager.
  • Ensure a strong collaboration and integration with other DRC sectors (including Site Management, Shelter, WASH, and Economic Recovery units), using information gained through community engagement initiatives to support informing of current and future DRC programming and advocacy efforts.
  • Represent DRC towards affected communities, stakeholders and focal persons including including individual beneficiaries and community groups, humanitarian agencies, services providers, local authorities, etc. To this end, ensure professional standards and transparent communication so as to build trust and collaboration with concerned stakeholders.
  • Ensure interactions by staff with individual beneficiaries and community groups take place in environments and in ways that respect and promote safety, agency and dignity in accordance with professional standards for protection and humanitarian work.

 

Support Services

  • Proactively plan and coordinate for logistics and movement needs of protection staff from and to different operational areas (Tripolitania / Yefren area).
  • Initiate CBP/protection related procurements and ensure their execution in Tripoli area, in coordination with the Protection Manager.
  • Support the coordination of programme activities as they relate to logistics, administration, finances or security as relevant, in coordination with the relevant departments.
  • Ensure the compliance of staff with the relevant internal policies and directives.

 

As well as any other duties as may be assigned by the Protection Manager, relevant to the achievement of Protection objectives.

 

About You:

  • Minimum 3 years of professional experience in the field of humanitarian interventions, human rights, civil society, communication, or community development, preferably with an international humanitarian organization.
  • Minimum 1-year supervisory experience, with demonstrated capacity to plan, people manage, and coordinate.
  • Experience working directly with and knowledge of conflict-affected and/or vulnerable groups, including migrant and refugee populations.
  • Strong skills in communication and implementing of community outreach activities.
  • Familiarity with international protection and human rights legal standards, and strong knowledge of migration and displacement contexts in Libya.
  • Solid experience in responding to needs of particularly vulnerable individuals and groups using analyses of age, gender, and diversity and other criteria.
  • Demonstrated capacity to effectively represent a humanitarian organization with the individuals and communities and build trust.

Moreover, we also expect the following: 

  • University Degree in the field of Social Sciences, Sociology, Community Development, Communication, Humanitarian Affairs, or any other related field
  • Fluency in written and spoken Arabic and English
  • Basic knowledge of French and other languages will be considered as asset
