Job Overview

DRC Libya is looking to recruit a qualified, flexible professional to work in Tripoli, Libya as a Protection Specialist. Under the supervision of the Protection Manager, and in close coordination with other DRC Protection teams and field units,

the Protection Specialist provides expert guidance and technical expertise to the Protection team in Tripoli Area Office, including the Case Management Team Leader, the Protection Monitoring Team Leader, the Community-Based Team Leader, the Yefren General Protection Team Leader and members of their teams in the delivery of humanitarian protection assistance to Libyan and non-Libyan conflict and displacement affected populations.

The position, under the direction of the Protection Manager and technical supervision of the Protection Coordinator, provides technical guidance and support to the protection team in all activities undertaken. These include general protection case management, protection monitoring and other PIM activities, community-based protection, PSS, referrals, and legal aid and are provided through a rights-based and community based approach to IDPs, returnees, HC, migrants and refugees in order to address and mitigate exposure to protection risks.

The position coordinates with other team leaders and the legal aid and PIM officer on the implementation of activities, and monitoring and reporting with the aim to ensure quality and efficiency of the overall protection program.

Responsibilities:

Responsibilities will include, but not necessarily be limited to the following:

Programming & Operations

  • Provide technical support and guidance to the protection field workers, including:
  • Provide advice and leadership in stages of protection case management including during case identification, assessments, identifying and prioritizing vulnerabilities, developing response, referring, or identifying durable solutions, and documentation.
  • Provide skill-based operational support to members of case management team in aspects of managing complex protection cases: file creation, interviewing, note taking, needs assessments, managing sensitive cases, referring, and following up on cases.
  • Provide mentorship, coaching and capacity building for members of case management, protection monitoring, legal aid and community-based protection teams.
  • Support the PIM officer in management and analysis of information and data management, and the generation of timely PIM products (including protection monitoring reports, protection needs assessments, case management data base analyses, etc.)
  • Support the Protection Coordinator in developing and implementing a country wide protection mainstreaming plan
  • Support the Protection Coordinator in developing and implementing a protection analysis and a gender analysis at area level (in coordination with Area based teams)
  • Support the Protection Coordinator and the Area Manager in providing protection related training and capacity building to non-protection staff

Coordination and representation

  • Collaborate with relevant internal and external technical experts, including the Protection Manager, the Protection Coordinator and Protection Team Leaders on protection relevant issues
  • Represent DRC at meetings and other relevant technical coordination meetings as delegated by the Protection Manager and/or the Protection Coordinator
  • Ensure a strong collaboration and integration with other DRC sectors (including Site Management, Shelter, WASH, and Economic Recovery units), using protection monitoring results and trends to inform current and future DRC programming and advocacy efforts
  • Represent DRC towards affected communities, stakeholders and focal persons including individual beneficiaries and community groups, humanitarian agencies, services providers, local authorities, etc. To this end, ensure professional standards and transparent communication so as to build trust and collaboration with concerned stakeholders.
  • Ensure that interactions by staff with individual beneficiaries and community groups take place in environments and in ways that respect and promote safety, agency, and dignity in accordance with professional standards for protection and humanitarian work
  • As well as any other duties as may be assigned by the Protection Manager and/or the Protection Coordinator, relevant to the achievement of DRC Libya Protection objectives.

 

Experience and technical competencies:

  • 3 years of professional experience in the field of humanitarian protection interventions, human rights, civil society, or community development, preferably with an international humanitarian organization
  • 3 years of experience working directly with conflict-affected and/or displaced groups, including mixed migration flows
  • Solid knowledge of the migration context in Libya and of the protection issues faced by conflict-affected populations including migrants, asylum seekers, and refugees
  • Strong skills in communication, and in developing and implementing protection systems and activities
  • Proven capacity to document, summarize and analyze protection data and to share information in a clear and systematic manner.
  • Solid experience in identifying and responding to needs of particularly at-risk individuals and groups based on field work, protection, age, gender, and diversity analysis and other criteria.
  • Demonstrated capacity to effectively represent a humanitarian organization with external partners and stakeholders
  • Demonstrated capacity to effectively train and develop skills of protection and non-protection staff

Education:

University Degree in the field of social sciences, humanitarian affairs, international law, development or any other related field

Languages: (indicate fluency level)

  • Fluency in written and spoken English
  • Basic knowledge of Arabic, French and other languages will be considered as asset
