Background/IRC Summary:

Following the 2014 civil war, Libya has been divided into two governmental territories. Since the civil war, the protracted political and internal armed conflict has deteriorated the humanitarian situation in Libya. In April 2019, military and armed forces from the parties of the conflict have engaged in armed clashes in Tripoli. Since that day, over 60,000 Libyans and non-Libyans have been displaced, many are still trapped in the active conflict areas, and more than 1 million people in need of life-saving health care and protection services.
The situation, also coupled with Covid-19 pandemic, has impacted the physical and mental well-being and living standards of Libyans, migrants and refugees while exposing them to significant protection risks. The break-down in governance structures has resulted in deterioration of public services, exacerbating existing vulnerabilities and diminishing people’s coping capacities. The country’s capacity of responding the basic needs and the impact of the crisis has been shrunken. Migrants and refugees are especially affected by the prolonged conflict and political instability, the lack of national legal framework providing international protection, arbitrary detention, fear of violence and abuse, movement restrictions as well as the limited number of specialized services providing the protection solutions. Among them, people with disabilities, with mental health issues, children, women, and elderly are particularly vulnerable and at risk in such an environment lacking the protection measures.
In response to the situation in Libya, the IRC launched an emergency program in September 2016 which aimed to provide life-saving medical care and integrated protection services. At present, the IRC is conducting health and protection activities in Tripoli and Misrata, expanding its protection department, with a focus on community-based protection, rule of law, child protection, GBV, and MHPSS across all its project locations.
Job Overview/Summary:
Under the direct supervision of the Protection DC/RaS Officer, the Protection DC/RaS Responder provides the humanitarian support in the detention centers and in the rescue at sea at disembarkation points in the West Libya. The tasks entail the monitoring the humanitarian situation and trends in the DCs and DPs, maintaining the CRI stocks and conducting distribution at the DPs and DCs, ensuring the integrated response along with the health team.
Key Responsibilities:
- Planning and conducting the protection monitoring activities in the targeted detention centers and rescue at sea disembarkation points in order to gather data and assess the vulnerability of the beneficiaries according to the defined Standard Operating Procedures;
- Ensuring transparent, accurate and timely collection of data under the guidance of the Protection DC/RaS Officer and Snr PO
- Coordinating the field activities and the monitoring visits in the detention centers and rescue at sea disembarkation points with IRC’s Health Team;
- Conducting assessments within the detention centers and rescue at sea disembarkation points when needed
- Being 7/24 available and ready upon call-for-action for urgent responses;
- Gathering routine data about the conditions, vulnerabilities, the status of persons with special needs, the need of hygiene kits and non-food items (NFI) in the detention centers and rescue at sea disembarkation points;
- Distributing NFIs in the detention centers and rescue at sea disembarkation points;
- Organizing social, cultural and awareness raising activities in the detention centers when necessary and possible;
- Maintaining documentation of the monitoring activities and assisting in tracking data related to beneficiaries, compiling and reporting the data;
- Filling existing data collection tools and working on the improvement of the existing ones in collaboration with the M&E teams;
- Attending and engaging in team and internal meetings, support and supervision sessions;
- Establishing and maintaining networks with UNHCR, IOM, NGOs and INGOs’ field staff conducting similar activities and/or covering the same communities, as well as the detention center managers and guards and coastguards;
- Ensuring a daily, weekly and monthly update and report to the Protection DC/RaS Officer on the monitoring activities;
- Keeping the Protection DC/RaS Officer up to date and informed about the queries and requests made by other IRC departments, officials and other stakeholders involved in the humanitarian field in a timely manner;
- Create and contribute to the collaborative working relationship and communication between other team members;

Job Requirements:
Education:
- University degree in humanitarian affairs or other relevant studies is preferred
Work Experience:
- A previous humanitarian experience with a CSO, NGO, or UN is essential
- A former experience with an international organization is desired.
Demonstrated Skills and Competencies:
- Belief in human rights, including gender equality;
- Experience with working with vulnerable populations;
- Demonstrated protection experience, in particular in terms of data collection and detecting and referring of vulnerable cases as well as information dissemination and individual counselling;
- Excellent interpersonal, organizational, and time management skills;
- Ability to form and implement systems and procedures and ensure their adherence;
- Proven computer literacy skills;
- Ability to work under difficult working conditions;
- Ability and willingness to work and travel throughout a remote area;
- Ability to successfully and professionally work with a broad spectrum of people;
Language Skills:
- Advanced English and Arabic language skills, oral and written.
Working Environment:
- Challenging field work requiring availability of 7/24 duty-readiness and physical work.

In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Wor Conduct training needs assessments for IRC WPE staff in the North and community outreach volunteers to identify capacity/training needs and gaps.
