Job Title: Protection Officer

Duty station: Benghazi & Aydabiya

Starting date: ASAP

Contract duration: 7 months

Reporting to:

(Hierarchical): Project Manager

(Technical): Protection Coordinator

Status: Full Time 

Main Purpose

The Protection Officer is responsible for the protection-related activities in the East Libya under the direct supervision of the Project Manager and provision of the support to protection staff ensuring adherence to protection standards with technical supervision of the Protection Coordinator.

S/he will ensure that training and capacity building needs of field protection staff are timely identified and addressed and that the protection services and activities are implemented in accordance with the project plan and the quality standards in the sector.

Tasks

  • Identify capacity building needs of protection staff assessing their knowledge and skills and accordingly provide learning opportunities through trainings, workshops and/or simulation exercises;
  • Prepare, conduct and report on protection training in accordance with the plan and protection quality standards.
  • Coordinate and supervise the community based psychosocial support activities, conducted in the community centres and/or communities;
  • Provide guidance and support to Outreach Workers and Social Workers both in the planning and the implementation of participatory community activities, awareness sessions and campaigns and in the general communication with communities;
  • Support the Protection Coordinator in developing and/or updating protection tools and training material in order to meet projects requirement;
  • Conduct mapping for existing service providers, establish and maintain collaborative relations with relevant partners and other project stakeholders working in the project areas;
  • In coordination with Project Manager, monitor the situation in terms of protection of populations affected by the crisis, be fully informed about community structures and the protection and security situation of the population of concern and regularly report on it.
  • Create/build and maintain good relationships with community leaders for smooth implementation of protection activities in the communities.
  • Proactivly participate in community meetings and provide information to the communities through the organization of focus groups discussions.
  • Support Project Manager in developing and updating project plans with quarterly, monthly and weekly reporting on the activities.
  • Support Project Manager and provide inputs in developing required donor reports, providing relevant insights on protection related issues;
  • Work closely and coordinate with the INTERSOS Support Services to carry out project activities. This includes participation in the base meetings, regular staff meetings and all grant management related meetings.
  • Proactively participate, as requested by the supervisor.
  • Liaise with technical staff at other organizations and participate in in relevant coordination meetings and joint activities as will be assigned by the Manager.
  • Ensure that activities are fully documented, including regular and systematic collection of data required and for use in M & E activities and support the meal unit on developing needed indicators, development of surveys, service mapping and other tool when needed.
  • Any other task requested by her/his supervisor for efficient programme implementation.

Requirements

  • University Degree in Social Sciences or related field
  • Minimum 3 years relevant professional experience in the protection sector (of which at least 1 year in a supervisory role)
  • Computer literacy (Word, Excel, Power Point)
  • Good leadership skills
  • Strong technical knowledge in general protection (i.e. protection monitoring, case management, psychosocial support activities)
  • Respect and non-discriminatory attitude
  • Good interpersonal and communication skills
  • Strong report writing skills
  • Strong planning and organizational skills
  • Ability to work under pressure and as part of a team
  • Fluency in Arabic (written and spoken)
  • Proficiency in English (written and spoken)
