Cesvi Background:
The project “Protection and Life Saving Assistance to refugees and asylum seekers in Libya”, funded
by UNHCR, intends to promote a favorable protection environment for refugees and asylum seekers
and irregular migrants in both Western and Eastern Libya through protection monitoring, provision
of psychosocial assistance, management of a Social Centre and capacity building. The Protection
Monitoring Officer will implement and monitor CESVI protection program, including protection
screening and monitoring of vulnerable individuals and households and community-based protection
assistance to persons with specific needs in Tripoli. The Protection Monitoring Officer provides
support in protection monitoring programming, primarily through information gathering and
providing information to beneficiaries and program staff related to the rights of Persons of Concern.
The day-to-day functions of this position include monitoring the situation against protection
standards, interviewing persons of concern and report the interview on ONA software, and supporting
the mainstreaming of protection monitoring activities and services into CESVI operating procedures.
The protection monitoring officer is expected to gather quality information regarding populations of
concern in a timely manner, with a focus on the needs of the most vulnerable groups or individuals
approaching the Community Development Centers.

Safeguarding Policies : 
Cesvi has zero tolerance approach to any form of abuse and sexual exploitation as well as bullying
and a range of non-sexual abuse of power perpetrated by Cesvi employee and related personnel
against any individual (children and adults) regardless of age, gender, sexuality, disability, religion
or ethnic origin.
Cesvi takes all the complaints and concerns about violence against children and SEA seriously and it
initiates rigorous investigation of complaints indicating a possible violation of safeguarding policies
as well as of Cesvi Code of Conduct and of Cesvi Ethical Code.
Specific tasks and responsibilities:
-Adhere to Children Safeguarding Policy, PSEA Policy, code of conduct, and report concerns.
-Raise awareness of the affected communities about the safeguarding system and how to report
concerns
– Contribute to on implementing UNHCR funded project by conducting monitoring activities
and provision of integrated services in concerned with the targeted beneficiaries;
– Monitor, identify and collect data related with vulnerable groups of Person of Concern in
CESVI’s areas of operation, mainly Community Development Centers;
– Attend Panels as Protection Monitoring Focal Point;
– Enter collected assessment and reassessment into ONA interview template;
– Contribute to the overall protection weekly/monthly report underlining protection issues and
related trends and figures in coordination with the Protection Officer;
– Provide Persons of Concern with relevant information about the services provided by Cesvi
and its partners;
– Keep abreast of developments and understand the latest information on data protection,
confidentiality and other legal issues that impact on the protection of vulnerable groups or
individuals;
– Stay abreast of political, social, economic and cultural developments that have an impact on
the protection environment for persons of concern.
– Fulfil any other duties relating to nature of the job as may be requested by the Supervisor for
the best development of Cesvi activities.

Job Requirements

  1. University degree preferably in social sciences: social work, law, political science, education, or similar, MA degree is significant advantage.
  2. Minimum 3 years of experience, preferably in I/NGOs in similar positions.
  3. High level of IT skills (MS office).
  4. Good communication/interviewing skills are required for the position with demonstrated attention to details, and ability to follow the procedures.
  5. Experience with working in multi-cultural environment is a plus.
  6. Fully fluent – written and spoken Arabic and English
