Job Overview

The Protection Manager is responsible for the effective implementation of DRC’s program of protection and humanitarian assistance. The position provides technical guidance and leadership in all aspects of the management of the program, including project implementation, planning and supervision of activities, coordination with partners and stakeholders, management of staff and local partners, monitoring and reporting.

Your main duties and responsibilities will be:

  • Overall implementation of the Protection programming and monitoring of the protective environment, flagging up key protection risks/challenges to Area Manager and Protection Coordinator to either advocate or adjusts DRC Tripoltania’s overall response.
  • Oversee the development of DRC’s community-based protection strategy for IDPs, returnees and migrants, applying sound community-based methodologies by managing outreach, participatory programs, and coordination of internal and external stakeholders. Further ensuring that gender mainstreaming and conflict sensitivity are included in and guiding the programming strategy.
  • Recruit, manage and supervise protection team leaders, specialists and officers. Oversee the planning of tasks on a daily basis and provide technical guidance and oversight to all protection staff on a wide-range of protection activities such as protection monitoring, IPAs, case management, referral mechanism, alternatives to detention, community-based protection, and information management.
  • Ensuring effective financial management of the program. To this end, plan and authorize expenditures as per existing budgets, review transactions and BFUs, produce budget forecasts and cash flow projections for any variations affecting donor contracts.
  • Supervise the effective collection, management and consolidation of program-related data to ensure accurate and timely reporting. Monitor program objectives, outputs, indicators and activities in order to ensure that the team remains on track as per agreed donor commitments.
  • Represent DRC’s protection programming with external actor and coordinate activities and planning at the technical and operational level with other consortium members to ensure effective collaboration and synergies on the implementation of projects within the sector. To this end, contribute to the joint planning of activities and services referrals pathways.

About you

  • To be successful in this role we expect you to have at least 5-years’ experience working in Protection for international humanitarian organizations in complex conflict settings, including as a minimum 3-years’ experience in a managerial capacity

Moreover, we also expect the following:

Required

  • Previous experience working in the context of mixed migration flows and internal displacement with good knowledge of the protection issues affecting people in a situation of forced displacement or migration
  • Solid experience in project development and management; including the ability to lead on assessments, design, implementation, monitoring;  including planning and delivery monitoring and reporting
  • Excellent technical knowledge of protection standards and principles and demonstrated capacity to develop effective responses to identified protection needs and in accordance with the relevant frameworks
  • Excellent demonstrated skills managing large teams in rapidly changing environments.
  • University degree in a relevant subject, such as human rights law, refugee law, humanitarian affairs, migration, international relations and/or international development.
  • Fluency in written and spoken English

Desirable

  • Master’s degree in a relevant subject
  • Knowledge of Arabic
