The ICRC Delegation in Libya has a vacancy for:
Protection Field Officer
The position will be based in the Benghazi Sub-Delegation
Under the supervision of the Protection Delegate, and in coordination with the Libya Delegation Protection team and Benghazi Sub-Delegation management, the Protection Field Officer contributes to the implementation and development of ICRC Protection activities in the Sub-Delegation’s Area of Responsibility. S/he supports activities related to general protection files including monitoring and reporting on Protection of the Civilian Population (PCP), Reunification of Family Links (RFL) and Forensics. S/he also serves as the replacement of the other Protection Field Officer within the Sub-Delegation Protection team in his/her absence.
Main Responsibilities:
- Contributes to analyzing the humanitarian, political, and security environment to identify protection needs.
- Contributes to the definition, implementation, and monitoring of the wider protection strategy in the Sub-Delegation under the supervision of the Protection Delegate and in coordination with the Libya Delegation Protection team.
- Collects, compiles, and translates Protection related information and carries out Protection activities under the supervision of the Protection Delegate.
- Analyses data and contributes to written internal reports; assists in institutional exercises relating to planning, budgeting, and monitoring programs.
- Helps to prepare, report on, and follow internal and external meetings.
- Develops and maintains contact with external interlocutors including municipal/regional authorities, Libyan Red Crescent Society (LRCS) RFL team, other humanitarian actors (UNHCR, IOM, MSF, etc.), affected populations and community leaders as needed, with a view to establishing an increasing link with the civilian population at large (incl. IDPs, migrants, etc); specifically, for tracing purposes, develops and maintains a network of community leaders amongst migrant communities.
- Implements RFL-related activities, working with the Protection Delegate to integrate RFL into other activities and participates in re-defining existing RFL activities in response to unforeseen changes in the humanitarian environment (including during emergencies).
- Collects, processes, and follows up on tracing requests as requested, and according to RFL and communication guidelines and policies.
- Supports the Protection Delegate by providing a regular reading of the protection landscape in terms of main trends, types of violations, and their consequences, as well as the humanitarian related impact on the civilian population, incl. migrants, using established information-gathering tools.
- Contributes to the implementation of the PCP Plan of Action, notably by participating in field trips, ensuring multidisciplinary fieldwork, and contributing to the development of a network of relevant stakeholders for PCP action, including referral mapping of actors of interest.
- Receives visitors related to tracing cases and other protection concerns to register tracing requests, family reunification requests, and document protection cases when appropriate.
- Liaises with ICRC departments and external actors, like other organizations, to provide referrals for beneficiaries for other services as/when necessary.
- Provides support to communication-related events (e.g. seminars, dissemination sessions) to communicate on and promote protection activities of the SD.
- Maintains and contributes to a contact list of PROT-related interlocutors (local and international humanitarian actors) with specifications on referral pathways.
- Processes and handles general information and individual data accurately, confidentially, and in accordance with ICRC data protection rules and guidelines.
- Ensures proper filing of reference documents using the relevant tools.
Minimum required knowledge, Skills & experience:
- University degree or equivalent.
- Very good command (spoken and written) of Arabic and English.
- Good analytical and communication skills.
- Computer proficiency required.
- 2 – 3 years overall professional experience, preferably in the humanitarian field and/or field of political or economic sciences.
- 1-2 years of experience with the ICRC or another humanitarian actor is an asset.
- Good knowledge of protection tools and guidelines is an asset.
- A good understanding of ICRC programs is an asset.
- Capacity to apply ICRC rules and procedures.
- Excellent organizational and methodical abilities, sense of initiative.
- Service-oriented with a strong sense of setting priorities and flexibility.
- Interest in humanitarian activities (especially ICRC’s).
