The ICRC Delegation in Libya – temporarily located in Tunis – seeks to fill the following position:
PROTECTION FIELD OFFICER
The position is based in Misrata
The Protection Field Officer contributes to the implementation of the protection activities in Libya. At the Sub-delegation (SD) in Misrata, s/he contributes to maintaining an efficient management of the Protection activities conducted in the geographical area covered by the SD, while ensuring their proper treatment and follow-up in coordination with the ICRC Protection Delegate based in Misrata.
Protection aims to ensure that authorities and other actors respect their obligations and the rights of individuals in order to preserve the safety, physical integrity and dignity of those affected by armed conflict and other situations of violence. It includes efforts to prevent or put a stop to actual or potential violations of International Humanitarian Law and other relevant bodies of law or norms.
MAIN TASKS
Under the direct supervision of the SD Protection Delegate and in close coordination with other relevant colleagues as required:
- Assists the line manager in carrying out protection activities in Libya.
- Supports by providing a regular reading of the protection landscape in terms of main trends, types of protection problematics and their consequences, as well as humanitarian related impact on the civilian population.
- Performs internal and external follow-up of individual cases under the supervision of the line manager.
- Contributes to written operational reporting for internal and/or external purposes.
- Translates or interprets upon request.
- Provides support to communication related events (e.g. seminars, dissemination sessions) to communicate on and promote protection activities of the SD.
- Maintains and contributes to a contact list of protection related interlocutors (local and international humanitarian actors) with specifications on referral pathways.
- Processes and handles general information and individual data accurately, and in accordance with ICRC data protection rules and guidelines.
- Ensures proper filing of reference documents using the relevant tools.
REQUIRED PROFILE
A successful candidate will have:
- University degree or equivalent.
- Excellent command of written and spoken English and Arabic.
- Excellent computer skills: knowledge in Excel, Word, PPT.
- Good analytical, communication and writing skills.
- 3 to 5 years overall professional experience in a similar field (humanitarian work, socio-economic development, migration).
- Good understanding of ICRC programms.
- Familiarity with the local (Misrata) context in terms of the cultural, political, social and economic affairs relevant to Protection work.
As an asset, the successful candidate may also have:
- Capacity to apply ICRC rules and procedures and to treat information confidentially
- Information-management background an asset
- 1-2 years’ experience with the ICRC or another humanitarian agency an asset
- Good knowledge of Tigrinya, Amharic or other languages an asset
- Able to work under supervision or independently as required
- Capacity to work meticulously and in a structured way.
