Protection Field Officer

The position will be based in Tripoli Sub Delegation

 

JOB DESCRIPTION

 

Purpose

Under the supervision of the Protection Delegate, the Protection Field Officer 1 contributes to the implementation and development of ICRC protection activities in the Sub-Delegation area of responsibility. S/he supports activities related to general protection activities including monitoring and reporting on protection of civilian population (PCP), protection of family links (PFL) and forensics. S/he also serves as the replacement of other protection field officers within the Sub-Delegation in their absence.

 

Functional Responsibilities

  • Contributes to analysing the humanitarian, political and security environment to identify protection needs in the area of responsibility.
  • Contributes to the definition, implementation, and monitoring of the wider protection strategy in the Sub-Delegation under the supervision of the Protection Delegate in coordination with Sub-Delegation Management and Libya Support Unit Protection team;
  • Collects, compiles and translates protection related information and carries out protection activities under the supervision of the Protection Delegate;
  • Analyses data and contributes to written internal reports; assists in institutional exercises relating to planning, budgeting, and monitoring programs;
  • Helps to organise, prepare, report on, and follow internal and external meetings;
  • Develops and maintains contact with external interlocutors including municipal/regional authorities, Libyan Red Crescent Society (LRCS), other humanitarian actors, beneficiaries and community leaders as needed, with a view to establish a link with affected people (Internally displaced persons (IDPs), migrants, etc); specifically for tracing purposes, develops and maintains a network of community leaders amongst migrant communities;
  • With colleagues of other departments, prepares and participates in multidisciplinary field trips within the Sub-Delegation’s area of responsibility;
  • Participates in regular field trips including overnights field trips to distant locations.

 

 

Relationships

Internal

 

  • Interacts with Sub-Delegation colleagues on matters relating to protection;
  • Replaces the other Protection Field Officers in her/his absence.

 

External

 

  • In consultation with the Protection Delegate and the Sub-Delegation Management, interacts with and/or contributes to maintaining a network of contacts among the local authorities, conflict parties, international community, NGOs and International Red Cross and Red Crescent Movement partners e.g. for tracing and family reunification purposes.

 

Certifications / Education Required

  • University degree or equivalent;
  • Excellent command (spoken and written) of Arabic and English;
  • Very good analytical and communication skills;
  • Computer proficiency required.

 

Professional Experience Required

 

  • 2 – 3 years overall professional experience, preferably in the humanitarian field and/or field of political, legal or economic sciences;
  • 1-2 years’ experience with the ICRC or another humanitarian agency an asset;
  • Good knowledge of protection tools and guidelines;
  • Good understanding of ICRC programmes.
