The International Foundation for Electoral Systems (IFES) is an international, non-profit organization that supports the building of democratic societies. IFES provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, non-profit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 130 countries.
IFES has worked in Libya since 2012 in support of its democratic transition. IFES is the lead implementing agency of the Libya Elections and Legislative Strengthening Activity (LELSA), funded by USAID. IFES Libya has longstanding partnerships with the main institutions involved in elections in Libya – including the High National Elections Commission (HNEC), the Central Committee for Local Elections (CCLE), the Supreme Judicial Council (SJC), and Civil Society.
OBJECTIVE
The Project Officer – Legal, will support IFES-Libya and its partners, including the HNEC, the Supreme Judicial Council and Civil Society Organizations on a range of legal advice, including on election related laws or pending bills as well as regulations and procedures. S/he will prepare legal analysis and opinions, review court cases relevant to elections, and facilitate trainings and workshops on legal frameworks or election dispute resolution issues. The Project Officer will cover a range of constitutional and legal issues, notably the filing of disputes or appeals, access to justice, electronic case management system, proceedings, and publication of decisions. The Project Officer will mainstream gender across all her/his work.
COVID-19 VACCINE REQUIREMENT
IFES Libya is a fully vaccinated work environment. All staff are expected to comply with IFES policies related to the COVID-19 vaccine, without exception.
JOB RESPONSIBILITIES
Under the supervision of IFES Deputy Country Director Libya or his/her designee, the Project Officer – Legal will:
- Draft legal opinions on legal issues or election dispute resolution (EDR);
- Draft legal analysis of court judgements relevant to elections;
- Provide legal advice to HNEC or other partner institutions, on constitutional, legal or regulatory provisions on request;
- Design or facilitate workshops or training on EDR and legal framework with partner institutions, and support drafting of reports;
- Provide technical advice on implementation of EDR process, including on electronic case management, structure and decentralization of the election dispute resolution
- Conduct research and analysis on assigned legal topics using electoral standards and comparative examples of good electoral practices.
- Monitor the ongoing discussions /pending bills discussed in parliament affecting the electoral process and prepare legal analysis of the same.
- Support data collection, verification and performance reporting with the Monitoring, Evaluation and Reporting Officer
- Provide translation or interpretation as needed
- Assist with preparing budgets and provide support to procurement and logistics as needed.
- Contribute to weekly, monthly and semi-annual reports as well as to workplans and other programmatic reports
- Establish, maintain, and develop productive working relationship with field staff, consultants, IFES HQ and international organizations within the project area.
- Monitor political developments and impact on the election process and support the Country Director and Deputy Country Director in political reporting as needed.
- Managing SharePoint sites, archiving, and filing systems
- Undertake any other tasks assigned by IFES Libya Deputy Country Director or his/her designee.
The Project Officer will, at all times:

QUALIFICATIONS
- Ability to work effectively as a team.

EDUCATION & EXPERIENCE
- Degree in Law degree from a recognized University
- A previous experience of at least 4 years working as a lawyer in public institutions, judiciary, or civil society organizations.
- Excellent research, writing, and drafting legal memos or laws.
- Supervisory experience an advantage.
- Proficiency in Word, PowerPoint, Outlook and Excel.
LANGUAGE SKILLS
Fluency in written and spoken English and Arabic required
