Job Description

BACKGROUND

Strengthening Rule of Law in Libya is contributing to peace, stability and an inclusive social contract for Libya. The project design is based on extensive learning, research, and consultations with a wide array of stakeholders in Libya. With targeted, country-wide activities, UNDP will contribute to increasing access to justice for all living in Libya. The project will i) continue to enhance capacities of institutions to deliver justice services, ii) partner with local government actors to strengthen justice and fight impunity at community/municipal level, and iii) support CSOs and universities in service delivery. The project is aligned to UNDPs new country programme and has an estimated budget of USD 20 million. Investing into long-term partnerships and robust monitoring and evaluation will ensure sustainable results, prioritization of those most in need and value for money.

The project is an integral part of the Governance pillar of UNDP’s 2023-2025 Country Programme Document (CPD), which aims at strengthening security and rule of law and improve access to equitable and gender-responsive justice. In turn, the CPD is aligned with and contributes to the United Nations Strategic Development Cooperation Framework (UNSDCF) Outcome 1.2, which states that “By 2025, all people in Libya participate in and benefit from a more peaceful, safe, and secure society, free from armed conflict and underpinned by unified and strengthened security, justice, rule of law, and human rights institutions that promote and protect human rights-based on the principles of inclusivity, non-discrimination, and equality in accordance with international norms and standards”.

Against this background UNDP seeks to hire a Project Manager (PM) for Strengthening Rule of Law in Libya. The Project Manager will lead the Rule of Law project team. He/She works primarily with UNDP Libya Country Office, government implementing partners and agencies, relevant stakeholders and experts/contractors.

Position Purpose:

Under the overall guidance of the Deputy Resident Representative and the day-to-day work, collaboration and providing direction from the Head of the Governance Pillar Leader, the Project Manager leads the project implementation in close collaboration with project counterparts, and other UN agencies as appropriate. The Project Manager works in close collaboration with the Country Office as required for optimal project implementation. The Project Manager assists the Country Office in all relevant activities to implement a Rule of Law project in Libya to ensure that the project produces the results specified in the RoL project document to the required standards of quality and within the specific constraints of time and cost.

DUTIES & RESPONSIBILITIES

Provide strategic direction and leadership on rule of law:

  • The Rule of Law Project Manager provides strategic direction and leadership in the rule of law programme area.
  • Provides high-level policy advice to the Libyan counterparts.
  • Provides leadership and an overall strategic vision with a view to building national capacities, strengthening Justice and the rule of law, to support the overarching objectives of the UN in Libya;
  • Transitional Justice/Rule of Law/Human rights and police components to ensure coherence and coordinated approaches in the UN’s rule of law assistance in Libya, builds solid relationships with key national partners e.g. the Ministry of Justice and identifies institutional development and capacity building opportunities and priorities;
  • Ensures the integration of cross-cutting issues, such as gender, HIV/AIDS, peace building, human rights and ICT, into rule of law project design, monitoring and evaluation.
  • Ensures systematic and effective analysis, monitoring and evaluation, including but not limited to regular field visits, as appropriate, and participation in Project Board and/or Steering Committee meetings.
  • Directly supervises project staff and provides effective leadership.
  • Ensures the integrity of financial and administrative operations as well as the consistent application of UNDP rules and procedures for programme and operations issues related to the programme.

Management of the Project in line with corporate standards and guidance:

  • Develops, oversees and monitors work plans and budgets for all activities in the project portfolio;
  • Ensures timely and adequate reporting against plans, including timely and articulate progress reports;
  • Identifies risks and challenges to the ongoing operations of the Rule of Law project and provide advice to the team leader on mitigation strategies.
  • Ensures the integrity of financial and administrative operations in the project area through financial oversight, under advice of UNDP Operations staff.
  • Strict and consistent application of UNDP rules and regulations and ensuring the implementation of clear accountability mechanisms; Participates in internal control mechanisms for adherence to UNDP rules and regulations in contracts, assets, procurement, recruitment, etc. as required.
  • Manages day to day administrative matters for the RoL project with support from RoL administrative staff and the performance of consultants and specialist advisers.

Support partnership building and resource mobilization for UNDP for the Project and the overall Programme:

  • Ensures sufficient resource mobilization for the project in close consultation with Team leader and is responsible for reaching the annual resource mobilization targets;
  • Advocates for UNDP’s rule of law work with national authorities, UNSMIL and UNCT, the donor community, and relevant international counterparts when, and as required.
  • Liaises regularly and forges close linkages with other UN programmes, agencies and entities, as well as other international and national stakeholders concerned with or providing assistance on rule of law issues in Libya;
  • Ensures high-quality and timely reporting to government partners and donors involved in the project.
  • Contributes to the harnessing of effective partnerships and competitive selection of partners for implementation of UNDP projects;

Promote UNDP’s mandate and corporate policy and provides senior high level policy advice to government and other partners:

  • Promotes rule of law results, ensuring appropriate levels of visibility and public awareness on results and ongoing activities.
  • Provides policy advice to UNDP, UNCT and UNSMIL Senior Management, government counterparts, donors and other partners on issues related to rule of law;

Ensure knowledge management focusing on achieving the following results:

  • Promotes identification and synthesis of best practices and lessons learned from the project area for organizational sharing and learning as well as external information;
  • Actively participates in UNDP knowledge networks and take advantage of best practices and lessons learned that are available in the region and globally, and encourages project staff to do so by creating a culture of knowledge sharing and learning;
  • Uses and promotes the use of the Regional Service Center;
  • Promotes the participation of UNDP Libya in regional programmes and regional activities related to the project area as appropriate;
  • Supports capacity and knowledge building of national counterparts.
  • Any other tasks as assigned by the Team leader.

Supervisory/Managerial Responsibilities: The PM will be responsible for management and supervision of all project personnel in the Rule of Law Project.

RECRUITMENT QUALIFICATIONS

Education

  • Master’s degree in law, International Relations, Political Science, or other relevant fields.

Experience

  • Minium 7 years of relevant experience in project management, project coordination, resource mobilization, preferably with rule of law focus and with a demonstrated ability to administer budgets/resources/people.
  • Experience in design, monitoring and evaluation of development projects is required.
  • Proven experience in working with and sound knowledge of Rule of Law and Justice sectors, preferably as a practitioner is desired.
  • Experience working in a developing country (other than one’s own) in a developmental capacity is desired.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in the handling of web-based management systems is an asset.
  • Experience from previous UN assignments and/or multilateral and bi-lateral organizations would be an asset.
  • Knowledge of Results Based Management methodologies would be an asset.

Language Requirements

  • Proficiency in oral and written English
  • Fluency in Arabic is desirable.
