Job Description
Today, Libya’s energy system is 100% carbon based. It is characterized by a high degree of technical and financial losses resulting from inefficiencies, aging infrastructure and a highly subsidized, public service sector which is often unable to respond to the demands of its clients. Moreover, the subsided, fully integrated monopoly currently crowds out alternatives from the private sector, stultifying innovation.
Despite these challenges, there are multiple cost saving interventions that will make Libya’s energy system cheaper, cleaner and more flexible while creating the conditions for broader energy transition. To this end, the following programme builds on the EC-supported Libyan Electricity Sector Stabilization and Transition Support (LESST) which was implemented by UNDP and UNEP, in collaboration with USAID and the World Bank, between 2019-2022. The primary aim of that project was to stabilize Libya’s centralized grid to avoid system-wide collapse due to the growing disparity between electricity supply and demand. By prioritizing the maintenance and repair of existing capacity and creating a common load shedding schedule, the project succeeded in that objective.
During the period from 2019 to 2022, UNDP and UNEP also supported the Man Made River Authority (MMRA), General Electricity Company of Libya and Renewable Energy Authority of Libya REAoL in several renewable energy initiatives and engaged with the Libyan National Economic and Social Development Board (NESDB) to develop the National Sustainable Energy Strategy. The experience, partnerships and coordination mechanisms developed during that period, including the Libyan Energy Club, create a solid foundation to increase the ambition of the UN’s energy transition support.
The project sets out a series of interventions that collectively aim to transition Libya’s energy system to one that is low-carbon, equitable and resilient – capable of delivering reliable electricity to a growing population and economy in an environment that is increasing pressurized by the impacts of climate change. Given the close linkages between the energy transition, water security and climate change, this document is developed in a manner that compliments other UNDP programming in these two other sectors.
Position Purpose
The Project Manager (PM) will support the successful execution of the Energy Transition project by performing the following functions:
1.Overall project management and coordination
2.Stakeholder engagement, resource mobilization, communications, and partnerships;
3.Implementation of project outputs and activities
All activities will be conducted in line with UNDP’s POPP and as defined in the AMP Regional Project documents.
The Project Manager will work closely with: (i) other projects under the Energy and Environment Pillar to ensure NEXUS,
Under the overall supervision of the DDRP, the Project Manager will report to the Energy and Environment Pillar lead
- Manage and coordinate the implementation of all (project) activities;
- Support the recruitment and coordination of project consultants, service providers;
- Supervise and provide guidance to other project staff, consultants and experts;
- Ensure effective project monitoring, evaluation, quality assurance and reporting;
- Liaise with the Senior Energy Advisor at UNDP CO
- Organize Project Board and Technical Advisory Committee (TAC) meetings, including the preparation of meeting documents and materials;
Stakeholder engagement, resource mobilization, communications, and partnership
- Maintain collaborative working relationships and coordinate with key project stakeholders in the Energy and Environment Pillar;
- Identify and pursue opportunities for deepening cooperation among key project stakeholders;
- Provide strategic direction for project implementation and opportunities to scale-up activities;
- Present at industry meetings and events, including delivering talks and presentations;
- Identify and advise on opportunities to mobilize additional funding and resources to increase program impact;
- Lead the implementation of activities and delivery of outputs under the project
- Provide strategic guidance, technical inputs and quality assurance for the implementation of all project outputs and activities;
- Develop and deliver guidance, training and capacity building to UNDP Country Offices and/or National Project PMUs to enhance program implementation;
- Provide strategic guidance as well as technical and operational support to National Project PMUs to enhance program implementation;

- Cross-Functional & Technical competencies:

Business Management – Project Management: Ability to plan, organize, prioritize and control resources, procedures and protocols to achieve specific goals.
- Master’s degree in Business or Public Administration, Finance, Science, Engineering, Public Policy, Economics, International Relations or other relevant field
- A minimum of 7 years of relevant professional experience of project management is a requirement.
- A minimum of 3 years of relevant professional experience with the design and/or implementation of development projects financed by a multilateral or bilateral development agency, or development bank is an asset;
- Experience with project management processes in Energy Transition development projects is an asset;
- Experience in the design and/or implementation of development projects in Arab region is an asset;
Languages:
- Proficiency in oral and written English Language is a requirement;
- Proficiency in oral and written Arabic language is an asset
