Role Purpose
The Project Manager Civil Society will lead on the delivery of Result Area 3 of the EU for Civil Society in Libya project, which focusses on cooperation between CSOs and engagement of CSOs in local governance, reinforced through the implementation of concrete initiatives at the community level.
The Project Manager Civil Society will adhere to EU Pillar-Assessed Contribution Agreement (PACA) and British Council standards for project, contract and financial management and client liaison. This will include leadership of Result Area 3 management.
S/he will work with a range of internal and external stakeholders to ensure that Result Area 3 of the project is managed in a way that ensures:
• Successful overall delivery of the Result Area 3 aims, as set out in the EU Head Contract and Description of Action
• Owning, managing, and amending as appropriate, the delivery of Result Area 3
• Compliance with the specific EU PACA contract requirements
• Managing Granting, and Thinking & Working Strategically (TWS) training and workshops
• Compliance with British Council internal policy
• Support to ACTED, CILG-VNG (delivery partners), CSO’s, and project Consultants around delivery of Result Area 3
• Support in identifying/recruiting short term staff or experts where required

Main Accountabilities:
The Project Manager is accountable to the successful delivery of the project Result Area 3 to ensure the following:
Programme Management and reporting
1. Coordination of multiple activity streams and dependencies to ensure that each activity under Result Area 3 is delivered effectively and efficiently, within budget, and according to specific EU and British Council contract terms.
2. Ensuring coordinated delivery of the programme work plans, supporting the Team Leader, Delivery Partners, and project team to meet all PACA contract delivery & reporting milestones across the spectrum of programme activity, and reporting against progress according to the terms of the contract
3. Regular review of work plan targets and budget implications of any modifications, made in liaison with the Country Director, Team Leader, Senior Project Manager, and support staff
4. Coordinate and manage reporting under Result Area 3 to the EU for quarterly, annual & final reporting deadlines; ensuring compliance and expenditure verification requirements are met, as well as general project reporting for British Council and other public communications
5. Coordinate and manage the projects’ input to external review, including regular annual reviews
6. Identifying and sharing lessons learnt, areas of innovation and best practice for continuous improvement of the project and wider internal teams
Finance Planning, Management and Reporting
1. Ensure that financial systems and processes effectively aid operational programme delivery and are compliant with the EU PACA requirements and BC standards
2. Grants Management and oversight
3. Oversight of projects’ financial planning and reporting (internal and external), ensuring quality and consistency of approach, with particular emphasis on CSO grant reports, monitoring, expenditure, and verification
4. Oversight of internal and external audit procedures: EUD PACA requirements for expert days, incidental expenditure, & expenditure verification. Careful management of supporting receipts, approvals, and procurement procedures
Risk and Compliance Management
1. Monitoring, and reporting of risks under Result Area 3, as required under EU & British Council guidelines
2. Close management of regional risk in liaison with Senior Project Manager, and country director
3. Contracts with CSO’s, key & non-key experts, suppliers and other partners to pre-agreed EU PACA contracting principles – meeting the procurement requirements of the head contract and following specific terms for recruitment / replacement of support staff if required.
4. Accountability for CSO and partner management under Result Area 3, and effective and compliant systems in place, including procurement management, IT solutions, information management, ensuring overall office functionality and to meet audit requirements
Relationship and Stakeholder Management
1. Positive and productive relationship established and maintained with EUD, CSO, and Delivery Partner staff ACTED and CILG-VNG
2. Manage the contractual relationship between the British Council, CSO’s, consultants and suppliers
3. Provide representation for the programme and British Council including with decentralised stakeholders and other programmes
