Background
The MMC is a leading source for independent and high-quality data, information, research and analysis on mixed migration. Through the provision of credible evidence and expertise on mixed migration, the MMC aims to support agencies, policy makers and practitioners to make well-informed decisions, to positively impact global and regional migration policies, to contribute to protection and assistance responses for people on the move and to stimulate forward thinking in the sector responding to mixed migration. The MMC’s overarching focus is on human rights, protection and assistance.
The MMC is part of and governed by DRC. While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policy makers, practitioners, journalists, and the broader humanitarian sector. The position of the MMC does not necessarily reflect the position of DRC.
The MMC focuses on seven core regions: East Africa & Yemen, North Africa, West Africa, Europe, Middle East, Asia and Latin America and the Caribbean. The staff members of MMC are based in a global office in Geneva and in its regional hubs in Nairobi, Tunis, Dakar, Copenhagen, Amman, Yangon, and Bogota, where it works in close cooperation with regional partners, stakeholders and donors. Through the Mixed Migration Monitoring Mechanism Initiative (4Mi), broad networks of monitors are collecting data on mixed migration in over 20 countries across different migration routes globally, conducting over 10,000 in-depth interviews with refugees and migrants on the move annually.
Mixed Migration
Mixed migration refers to cross-border movements of people including refugees fleeing persecution and conflict, victims of trafficking and people seeking better lives and opportunities. Motivated to move by a multiplicity of factors, people engaged in such movements have different legal statuses as well as a variety of vulnerabilities. Although entitled to protection under international human rights law, they are exposed to multiple rights violations along their journey. Those in mixed migration flows travel along similar routes, using similar means of travel – often travelling irregularly and wholly or partially assisted by migrant smugglers.
4Mi – Mixed Migration Monitoring Mechanism initiative
MMC’s flagship data collection tool is the Mixed Migration Monitoring Mechanism initiative (4Mi). 4Mi is a field level, continuous, data gathering mechanism focusing on those in mixed migration flows along particular route of migration, in selected countries of origin and destination. The primary instrument has been the use of an in-depth questionnaire survey using smart phone technology with cloud-based uploading of completed questionnaires in real time and location-tagged through GPS documentation. The 4Mi questionnaire was adapted to cover the impact of COVID-19 on migrants and refugees.
The overall aim of 4Mi is to support an improved knowledge base for policy response and protection response to mixed migration. 4Mi data is used to inform research and analysis, policy development and programmatic responses. In particular, the 4Mi project aims to increase our understanding of realities on including the increasing levels of abuse, neglect, hardship and human rights violations faced by refugees and migrants.

Key Objectives of Role
The specific objectives of the 4Mi Project Manager will be to lead and support the implementation of the 4Mi project run out of the MMC North Africa, to establish a continually improved knowledge base for protection response to mixed migration and better inform public policy. 4Mi has been fully rolled out in Libya (since 2017) and Tunisia (since 2019), and is in the process of being rolled out in Sudan (since 2020). The successful candidate will ensure that the existing 4Mi structure and network shall continue to meet the needs of humanitarian and development stakeholders whilst expanding 4Mi into new localities and countries in the region. This role will also advise the MMC global team on expansions and strengthening of 4Mi programming across the world.
Daily 4Mi operations and staff management
• To oversee the operations, implementation and management of the 4Mi project in the North Africa region and where relevant coordinate with the 4Mi Global Manager.
• To ensure that all 4Mi project targets/donor deliverables are met.
• To manage the 4Mi Information Management Officers and 4Mi Project Officers/Coordinators who coordinate a network of field monitors in different countries using digital technology to survey mixed migration.
• To identify partners, key informants, contacts and other interlocutors critical to the success of this project, represent MMC at conferences and workshops, and establish close working relations with relevant existing mixed migration-related agencies in different countries.
• Responsibly manage all 4Mi budgets and forecasts and ensure timely and regular donor reporting.
• In coordination with the MMC Coordinator, maintain donor relations with 4Mi donors and expand the donor base for 4Mi North Africa
• Expand 4Mi project in North Africa region, and contribute to the strategy and fundraising closely with the MMC Coordinator
• Develop, in close collaboration with the MMC Coordinator, appropriate internal processes and SOPs to ensure the success of MMC operations.
Data collection, methodology and analysis of 4Mi data
• In coordination with the 4Mi Global Manager, lead on improving and implementing the 4Mi programme and methodology in North Africa (including, but not limited to, recruitment of monitors in the field, developing and refining a training manual for monitors, defining geographical position of monitors, respondent selection and survey design) and, ensure the methodology of 4Mi is regularly reviewed with respect to increasing its reliability and voracity.
• Oversee the work of the 4Mi Information Management Officers and ensure that 4Mi data is cleaned, validated and formatted for analysis.
• Ensure timely, regular updates of 4Mi data for the MMC website and 4Mi-related publications, in collaboration with the 4Mi Research Officers.
• Manage and organize data and be skilled at quantitative analysis and interpretation of data for use in infographics and research (for electronic and hard copy use)
• Produce 4Mi snapshots in collaboration with IMOs and Research Officers, which provide a thematic overview of 4Mi data for programmatic and policy audiences
• Support the production and revision of other written of analysis in short articles and longer research papers as appropriate.
• Keep abreast of new developments and ongoing debates on migration data and participate in brainstorming and strategy sessions on new areas of research.
Experience and technical competencies:
• A graduate with at least 5-7 years’ experience in an international context (with an NGO, an international organization or a research organization)
• Project cycle and budget management
• Experience in fundraising
• Proven track record in team management
• Proven record survey design and implementation in complex settings
• Advanced skills in quantitative analysis and well versed in a statistical package such as STATA, SPSS, or R
• Strong ability to independently make rapid assessments and sound judgments
• Excellent communication skills and problem-solving skills
• Ability to work as part of a team and in a multicultural environment
• A highly-motivated, organized self-starter who can work independently
• Skills in terms of reporting and drafting (highly desirable)
• Strong and proven interest in issues of migration and/or forced displacement
• Ability to travel (10%) of the time in this role (desirable)
• Strong analytical and writing skills in English and French is essential
• Proficiency in QGIS and data visualisation (desirable)
• Demonstrated understanding of current mixed migration debates and dynamics in the region is an asset;
• Previous experience working with international NGOs is an asset.
Education:
• PhD or Master’s degree in development economics, social statistics or other relevant subject.
Languages:
• Full professional proficiency in English and French;
• Arabic is an asset.
