CEFA The seed of Solidarity is a non-governmental organization that has been working for 45 years in order to overcome hunger and poverty. It helps the poorest communities in the world in reaching food self-sufficiency and respect for fundamental rights (education, work, health, gender equality, freedom of expression). The purpose of CEFA is sustainable development, which is the ability to implement initiatives for land development, encouraging local population to be the protagonist of their change. CEFA’s wish is that every single person all over the world, become protagonist of the development and an active player of peace and democracy. In the last 45 years CEFA worked in Africa, Central America, South America and Balkans, giving employment to more of 15 thousand people on the ground. In the last 15 years CEFA invested in the developing countries around 50 million of euro to realize cooperation projects whose beneficiaries were about 2 million. In the past year we realized 32 projects. CEFA works in Libya since 2017, assisting the most vulnerable population affected by the conflict, including migrants and refugees. CEFA initiatives are set in the frame of the humanitarian response, intervening especially in the health sector, SNFIs and FSS.
About the job
Overall purpose of the role:
The candidate will have the responsibility to manage a 12 months project in the Fezzan region in Libya. The project aims at stabilizing the area through heightened accessibility to primary health services. By doing that, reinforcing the structural capacity of health care, CEFA aims to ameliorate life conditions in an area at the center of a long period of instability. The candidate will operate under the direct supervision of the Head of Mission and in close coordination with the CEFA team in Libya.
Duties and Responsibilities:
· Supervision of the implemented activities to ensure that the objectives of the project are met in a timely manner and following the donor’s guidelines. Be responsible regarding the general quality management of the project
· Management and direct coordination of project’s activities directly implemented by CEFA and coordination with partners and local stakeholders
· Revision of project’s terms to determine/update the action’s plan, financial limitations, procedures, staff’s skills and budget allocation in the different phases of the project
· Coordination of the personnel involved in the project, both international and local, supervision and monitoring of their performances. Management with the HR unit of the research and selection of personnel to be added to the work team
· Management of the budget and the linked responsibilities of transparency, in collaboration with the Admin Manager
· Supervision of the elaboration of the tenders, in line with EU PRAGs
· Management of the relation with consultants and external operators involved in the activities of the project, in particular activities of rehabilitation, maintenance of infrastructures, supply of medical equipment and medicines, etc..
· Preparation of the documents related to the management of the project and regular exchange with the HQ and the donor
· Coordination with the relevant stakeholders (partner, beneficiaries, relevant ministers, relevant international organizations, etc.. ) and humanitarian sectors
· Part of the CEFA team involved in assuring good management and implementation inside the project and in the general strategy of the organization in collaboration with the other senior managers
· Coordination of need assessments initiatives in the areas of the project and contribution to the elaboration of new project’s proposals in support of the Head of Mission and the HQ
· Upon request of the Head of Mission, execute any other task necessary to accomplish project’s results in the best and effective way possible

Required experience and technical competencies:**
**
• Minimum 5 years of relevant working experience in management and monitoring of complex projects in the sector of international cooperation and/or humanitarian assistance
• Proficiency in computer/IT skills (MS-Excel, MS-Word, Outlook, Management tools, etc.)
• Familiar with international NGO and/or UN Agencies environment
• Excellent communication skills
• Able to work with tight deadlines and under minimum supervision
• Excellent coordination and analytical skills

Education:
• Master or bachelor’s degree in development, International Cooperation, Emergency and Disaster Management, Civil Engineering (or related degree)
Languages:
• English and Italian (fluent)
• French and Arabic (desirable)
