Assignment
ACTED is looking for a project engineer to work under the direct supervision of the Health Infrastructure Project Manager, to support the implementation of Libya Equal Access and Development for Recovery (LEAD for Recovery) project, in Tobruk. The project aims to improve equal access to quality basic medical services through supply and refurbishment of selected hospitals or clinics, through capacity building of the staff on efficient and inclusive management and through awareness raising among the target populations. The project engineer will focus on the first objective of the project: to upgrade health services in one target health facility in Tobruk.
Functions
1. Ensure quality needs assessments are conducted in target health facilities in Tobruk to identify required rehabilitation and supply works
1.1 Together with ACTED Area Coordinator and Senior Liaison Officer, introduce ACTED and the Health Infrastructure project to all relevant local stakeholders and authorities in Tobruk, and ensure buy-in for the project activities
1.2 Coordinate with the PM and ACTED AME department to conduct technical assessments of the rehabilitation and equipment needs in the target health facility
1.3 Liaise with relevant stakeholders in Tobruk municipality, with the relevant Department of Health officials, and with the senior management and directors of the target health facility to understand their infrastructural needs and priorities
1.4 Based on the assessed needs, and on the available project budget and time, develop concise high-quality technical Bills of Quantity (BoQs) for the required rehabilitation and equipment supply needs, in line with the objectives and scope of the project, to submit to the Project Manager
1.5 Liaise with the project health officer to develop the appropriate technical specifications for all medical equipment and supplies required by the target facilities
2. Ensure the high-quality implementation of all rehabilitation and supply works in the target health facility in Tobruk
2.1 Support the PM and the Logistics department in designing specific procurement documents (potentially national or international tenders) for potential contractors to bid
2.2 Support the PM and the Logistics department in providing the technical specifications to evaluate the relative technical strengths and weaknesses of received bids
2.3 Closely follow the implementation of the rehabilitation and supply works by contractors, through on-site monitoring and close technical evaluation of ongoing works
2.4 Ensure the safe delivery of project equipment and supplies to the health facilities
2.5 Ensure the correct and safe installation of all equipment and supplies delivered to the target health facilities
2.6 Communicate efficiently with the PM and Logistics to flag any issues with contractors and suppliers, including but not limited to issues with quality; timeliness; availability etc., in a timely fashion
3. Ensure the sustainable handover of equipment and supplies, and the successful completion of rehabilitation works
3.1 Liaise with local authorities, health facility senior management to organise official handover of equipment and supplies
3.2 Coordinate with the PM and the project health officer to ensure that health facility staff have received the required technical trainings on health equipment and supplies before handover
3.3 Ensure the completion certificates and all other handover documents are correctly filled and filed in hard and soft copy, in accordance with ACTED FLAT guidelines and the project donor requirements
4. Other
4.1 Provide regular and timely updates on progress and challenges to the Project Manager;
4.2 Assist ACTED with other activities in Tobruk, as requested by Area Coordination;
4.3 Perform any other related activities as required.
Key Performance Indicators
- Number of high-quality BoQs submitted
- Number of technical specifications for supplier tenders developed
- Number of successful handovers completed with health centres for medical equipment and supplies
- Number of completion certificates signed for health centre rehabilitation work
QUALIFICATIONS
- Engineering degree, preferable civil – mandatory
- At least 2 years experience working in infrastructure development projects required
- Experience working on health projects desired
- At least one year experience in the INGO sector desired
- Good knowledge of local context in Benghazi and Ajdabia
- Ability to travel across Eastern Libya
- Ability to work under stress
- Being a strong team player
- Ability to exercise initiative, problem-solving and to maintain strictest confidentiality.
- Ability to establish and maintain positive and cooperative relationships with colleagues, institutional partners and beneficiaries
- Excellent computer skills, particularly Microsoft Office, required.
- Fluent written and spoken Arabic and English mandatory.
