Background

Interpeace is an international organisation for peacebuilding that strengthens the ability of societies to manage conflict themselves in sustainable and non-violent ways. Interpeace designs and delivers its work tailored to each situation in partnership with local partners and communities, based on extensive consultation and research. Interpeace also ensures that the processes of conflict management and change that it supports are integrated at all levels of society including local communities, civil society, government and the international community (we call it a ‘Track 6’ approach).

Interpeace was originally established by the United Nations and remains its strategic partner. Beyond field-based peacebuilding, Interpeace also assists the international community – particularly the UN – to be more effective in supporting peacebuilding efforts worldwide. This includes contributing innovative thought leadership on peacebuilding policies and practices.

Interpeace in Libya

Interpeace undertook its very first mission to Libya in September of 2011. In 2012 it conducted an in- Interpeace undertook its first mission to Libya in September of 2011. In 2012 Interpeace developed a programme aimed at establishing an infrastructure for peace in Libya with a pilot phase in Sebha. By mid-2014, the programme had been able to make significant progress capturing a broad array of perspectives on impediments to peace and opportunities for stability in the South. The 2014 Libyan conflict led to a brief pause in Interpeace’s engagement in the country. In 2015 Interpeace initiated a peacemapping project focusing on the resilience of some Libyan communities.

Lessons learned from the peacemapping initiative formed the foundation for the “Community Resilience and Cohesion: A Bottom-up Approach to Peacebuilding in Libya” project from June 2017 through August 2019. This first phase of the program targeted Eighteen communities across Libya through a series of capacity building workshops on conflict management and analysis, and community facilitation skills for a selected groups of change agents with the goal of strengthening intra- and intercommunity cohesion in the country. The new phase of the project: “Strengthening Local Cohesion in Libya: A Pathway to Lasting Peace” will continue its work on supporting Libyan local communities to build up lasting peace through strengthening their capacities and providing them with  the needed tools and technics enabling them to manage internal challenges, build consensus on priority areas with other communities, and connect these processes with the national level dialogue agenda.

Position within the Organization

The Programme Officer is a member of the Programme Management Unit which manages and implements all Interpeace’s active and ongoing programmes around the world. The Programme Management Unit is led from the Headquarters office in Geneva, although team members are based in various locations around the world.

The Programme Officer reports to the Programme Manager.

Purpose and general overview

Under the supervision of the Programme Manager, the Programme officer is responsible for the effective and timely implementation of programatic activities in Western and Southern Libya. S/he will also support internal controls and segregation of duties for the cash management in the Tripoli Office.

This post is a local position and involves significant field travel inside Libya and to Tunis’s Interpeace office.

The Program Officer remains flexible and will perform other duties as required for the effective running of the program.

Duties and responsibilities

The duties of the Programme officer cover 4 areas:

  1. Strategic Engagement
  2. Programme Management & Development
  3. Management – institutional coherence
  4. Representation

Strategic Engagement:

  • Implements workplan and programmatic activities
  • Responsible for managing the political space with a focus on track one and two while maintaining the capacity to operate regularly at track three
  • Develops and strengthens relationships with local civil society organizations, local community leaders, elders, municipal councils, local commanders, and any actors who might impact Interpeace’s programmatic engagement on the ground
  • Advances practical relationship building with change agents from all the communities covered by the programme in Western and Southern Libya, while creating networks and connections necessary for programme expansion to new communities

Programme Management and Development:

  • Identifies and develops opportunities to expand the programme within the country, in collaboration with the country programme team and Programme Development Unit
  • Under the direct supervision of the Programme Manager, contributes to the development of projects activities, workplans and other programmatic activities
  • In cooperation with the Global Operations Team and Programme Manager, reviews and revises as needed the budgets and reporting for all programme operations in West and South Libya
  • Implements programmatic work at activity level
  • Participates in drafting and developing concept notes, proposals, donor reports, trainings, and workshop concepts and ToRs for consultants and trainers
  • In coordination with the Programme Manager, contributes to producing timely quality programme reports in line with Interpeace and donor requirements
  • Under the supervision of the Programme Manager, in close coordination with the M&E Assistant and the Interpeace Global Monitoring, Evaluation and Learning Manager, contributes to the project’s monitoring and evaluation system, according to the results-based management framework, to systematize the monitoring of progress towards the objectives of the project’s expected results; and ensures the collection and documentation of the indicated information
  • Ensures the integration of gender perspectives from different segments of the population, including marginalized groups, in the development of different indicators

Management – institutional coherence:

  • Responds to requests for information from implementing partners
  • In close coordination with the Programme Manager, ensures close operational coordination at technical working level with other teams in Interpeace and with local stakeholders

Representation:

  • Engages, at field level, with other INGOs active in similar communities covered by the programme
  • Represents Interpeace in meetings, conferences, forums and other public events held in West or South of Libya, and contributes towards consolidating and raising the profile of Interpeace

Qualifications:

Only candidates who are able to work in Libya without employer sponsorship are invited to apply.

  • Tertiary degree with fluency in spoken and written English and Arabic
  • Degree in peace-related studies, social or political science or other related fields is an asset
  • Professional experience in peacebuilding, political and/or developmental work with increasing responsibility -desirable
  • At least 3 years’ experience in programme and financial management, previous experience with an INGO would be considered an asset
  • Strong networking skills
  • Solid team working and communication skills
  • Excellent Microsoft Office suite skills
  • Strong analytical and practical problem-solving skills
  • Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints with excellent attention to detail
  • Ability to work effectively remotely as a team member and with minimal supervision
