Program Manager 
Democracy International (DI) is seeking to hire a Program Manager for the Libya Engagement with Voters for Equitable Representation (EVER). The Program Manager will manage day-to-day activities and the overall implementation of the EVER Activity. The Program Manager is responsible for coordinating the activities in the field and supporting the Deputy Chief of Party (DCOP) with the technical content. This will be a full-time role based in Tripoli, Libya and the role is only open to Libyan citizens. 
Libya EVER supports Libya’s democratic transition by enhancing the effectiveness of key Libyan institutions and empowering diverse Libyan actors to foster an inclusive democratic culture. DI will promote locally led solutions through co-creation with the High National Election Commission (HNEC), civil society, and USAID, thereby contributing to a more sustainable, unified, and democratic Libya that inclusively represents its citizens.
Essential Job Duties:
The Program Manager will manage day-to-day activities of the Libya EVER program. The Program Manager is responsible for coordinating the activities in the field and technical content. The tasks to be completed under this SOW are as follows:
  • Plan, coordinate, and implement the project’s activities and ensure these activities are of high quality and delivered on time.
  • Contribute to the design, implementation, and management of EVER’s support and assistance to HNEC, civil society, and local partners and stakeholders.
  • Collaborate with the DCOP, DI Home Office, technical experts, and project partners to promote inclusive civic participation, empower local leaders, and catalyze citizen and CSO advocacy through enhanced outreach and voter education efforts.
  • Support the development of a rapid response mechanism to adapt to dynamic changes in Libya’s operating environment.
  • Provide organizational capacity strengthening and resilience support to local partners to promote sustainability and empowerment of local stakeholders.
  • Provide leadership and guidance to the project team, fostering a collaborative and productive work environment.
  • Support the DCOP to develop and maintain strong relationships with local partners, particularly from the HNEC, High Judicial Council, other government institutions, and international implementing partners, including UNSMIL and UNDP.
  • Develop regular progress reports for USAID in cooperation with the DI Home Office.
  • Support the Finance and Ops Manager with monthly budget forecasting in relation to project activities.
  • Work with the MEL Director to ensure that learning objectives, activity outcomes, and activity outputs are being tracked and met through data collection and management and support the integration of USAID Collaboration, Learning, and Adaptation (CLA) approach and principles into current and future programming.
  • Contribute MEL-related data and programmatic insights to quarterly progress tracking and reporting.
  • Other similar responsibilities DI might reasonably request.
Qualifications:
  • Minimum 8 years of progressive management responsibility for international or medium to large-scale projects in Libya.
  • Experience working with electoral institutions, civil society programs, and civil society groups required, experience working with marginalized communities strongly preferred.
  • Experience implementing USAID or other international donor programming strongly preferred.
  • Knowledge of electoral processes preferred.
  • Proven knowledge of the civil society landscape in Libya, including outside of the capital and major cities, required.
  • Capacity to work well both independently and as a member of a team.
  • Ability to manage multiple tasks simultaneously and deadline oriented.
  • Strong attention to detail.
  • Good interpersonal skills.
  • Good knowledge of written and spoken English and Arabic are required.
Reporting:
  • The Program Manager will report to the DCOP.
  • Direct reports may include a Program Officer and Program Assistant.
