Organization Overview
The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals and advance understanding of the law and rights of citizens. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector, civil society organizations, bar associations, legal aid organizations and lawyers, among others.
The candidate will support implementation of ABA ROLI programs in Libya (and Tunisia as needed). The individual will work in a team environment, coordinating with multiple stakeholders and headquarters staff to ensure successful implementation of all program activities.
Position Overview
In anticipation of new funding, ABA ROLI seeks a full-time Program Manager to lead technical and programmatic activities based in the Tripoli (Libya) office. The Program Manager is responsible for designing, leading, and monitoring all activities that support program objectives.
Responsibilities
The general tasks and responsibilities include, but are not limited to, the following:
- Design, implement, and oversee program activities and performance in collaboration with the program officer and associate, M&E, finance, operations and security teams.
- Supervise procurement and event logistics in collaboration with operations and compliance manager and security manager to ensure adherence to ABA ROLI’s policies.
- Collect, process, analyze and consolidate data and information related to program implementation, and draft narrative and financial reports (biweekly, monthly and quarterly) to comply with donor reporting requirements.
- Coordinate and support data collection, verification, and performance reporting with the M&E team.
- Manage and supervise subgrantee performance to collect activity implementation data and reporting information (written reports and budgeting).
- Build and manage relationships with host government counterparts, stakeholders, partners, subawardees, consultants, and team members to ensure successful program implementation.
- Manage budget performance and provide recommendations to optimize budget utilization within the scope of individual grants.
- Identify and promote information sharing between the different program components and among stakeholders and other programs in country.
- Supervise program officer, program associate and consultants.
- Identify and integrate good practices and lessons learned.
- Any other duties as assigned.
Qualifications
- A bachelor’s degree in law, political or social sciences, development, or related field is required.
- A minimum five to seven years of demonstrated experience supporting international development programs and/or activities related to law, human rights, democratic processes, or other related areas.
- Experience working with US government-funded projects is preferred.
- Possess a strong understanding of the Libya governance landscape and good working relationships with counterparts.
- Experience working in a team, leading activities, trainings, events and logistics that support program objectives.
- Experience writing work plans, designing activities and monitoring program results.
- Ability to travel on work assignments to support program activities.
- Efficient user of Excel, Word and Power Point applications.
- Excellent written and oral communication skills.
- Fluent English and Arabic language required.
