JOB SUMMARY

The Procurement Officer will be responsible for dealing with all procurement in all IMC Libya sites (Tripoli and the Western and Eastern areas). He is also responsible for maintaining and continuously monitoring the existing procurement system, liaising with Finance, and proposing and implementing strategic adjustments to increase the effectiveness and accuracy of all procurement

procedures.

MAIN TASKS AND RESPONSIBILITIES

  1. Ensure full knowledge of the process for receiving procurement requests, processing, and following up on the deliveries.
  2. Receive Procurement Requisition Forms after being registered, and ensure the necessary approvals are obtained before execution.
  3. Procure goods and services efficiently and exceed compliance standards seeking the best value for money.
  4. Assist in conducting appropriate solicitation (for goods and services, etc.) following the IMC’s guidelines.
  5. Establish and maintain sound working relationships with suppliers and stakeholders.
  6. Ensure compliance with organizational and donor policies.
  7. In liaison with the supervisor and program and finance team, coordinate preparation, evaluation, analysis, and approval of bids and tenders.
  8. Building and managing effective relationships with internal and external stakeholders to achieve common goals.
  9. Take minutes off and coordinate the Procurement Evaluation Committee agenda, Committee meetings, etc.
  10. Streamline procedures and resolve problems related to procurement processes in his custody.
  11. Consolidate and circulate Weekly procurement status updates to the Logistics Coordinator and Logistics Manager.
  12. Follow up with vendors for timely deliveries.
  13. Liaise with the requestor to ensure proper delivery including technical pre-delivery inspections is appropriately carried out.
  14. Issuance of purchase orders promptly, liaising with vendors and internal stakeholders at the time of confirming an order.
  15. Compile all the documentation and forward for payment, following up with Finance to ensure timely settlement of invoices.
  16. Ensure that for all procurements, copies of documents are retained and filed.
  17. Ensure that all procurement and contract trackers are updated retained and filed.
  18. Ensure that the monthly procurement and contract reports are updated and sent.
  19. Act as the contact person for filing and retrieving all documents in procurement.
  20. Continuously monitor requisitions to ensure that proper procedures are followed, and policies are enforced.
  21. Any other duties as assigned by the line manager and/or head of the department.

Qualifications and Skills

  • Preferably Bachelor’s degree in a relevant field – logistics, supply chain, engineering, finance …etc.
  • Minimum 2 years of experience in a humanitarian environment.
  • Good organizational and problem-solving skills.
  • Good interpersonal skills.
  • Ability to integrate and work well within a multi-ethnic and multicultural team

Computer Literacy:

  • Good use of MS pack

OTHER

  • Good Arabic and English skills
