Project Background:
The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:
- Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
- Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
- Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
- Inform Programming through a robust learning and analysis agenda
Purpose:
The Procurement & Logistic officer will oversee all procurement activities of LGCS projects. He/ She will help the procurement team to implement the procurement policies and procedures in compliance with DAI and (FAR) Federal Acquisition Regulations. The Procurement& Logistic Officer will be responsible to the following tasks but not limited to:
Responsibilities and Key Tasks:
- Assist in drafting bidding documents, evaluation reports and contract award submissions, ensuring consistency in format and content
- Monitor, track and expedite all project procurement activities and delivery status of goods/services
- Solicit bids and quotes from vendors for items in adherence with program policies.
- Through market research efforts, identify and pre-qualify potential suppliers (and products/services). Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies.
- Tracking processing of purchase requests from staff to ensure timely and accurate completion; provide regular updates to requestors
- Prepare Cost Comparison Matrix listing details of quotes for procurement committee to identify selected vendor for procurement
- Work closely with the team to establish and maintain vendor and supplier database, procurement lists and schedules.
- Inspect goods or verify services, confirm delivery and receipt of goods, and monitor the use and disposition of goods.
- Enforce use of DAI’s operations & procurement system (TAMIS).
- Ensure all procurement records & files are accurately maintained in various DAI’s system’s platforms.
- Prepare and issue RFQs and RFPs with the assistance of procurement and contracts manager.
- Monitor, participate in, and/or witness evaluation panels for significant procurement actions.
- Conduct cost/price quality and past performance/timeliness review of bids received.
- Procure high-volume commodities and small purchases;
- Ensure procurement is conducted in compliance with DAI procurement policies and regulations.
- Ensure proper maintenance and safe and secure storage of all office equipment and property.
- Support Procurement team in West and South Region .
- Carefully monitor the movement of equipment; implementation of an equipment management and accounting system for all equipment and properties managed by the office, in accordance with DAI equipment policy.
- Provide assistance related to LGCS staff travel, ensuring the appropriate processes and procedures are followed.
- Perform other related duties as assigned.
Qualifications:
- At least 5 years of professional experience. Experience in procurement, logistics, operations, or related field preferred at the mid-level of an organization.
- Bachelor’s degree (or equivalent) in related field of study.
- Experience with international donor-funded projects or international organizations preferred.
- Oral and written fluency in English.
Location and Reporting:
The Procurement & Logistic Officer will be based in Benghazi, Libya and will be reporting to the Director of Operations.
