BACKGROUND

The Libya “Taqarib” project (previously known as the Local Governance and Civil Society Project) is a four-year initiative.  It strengthens the foundation of a more unified Libyan state by empowering local governments, reinforcing community bonds, and improving people’s standard of living.  Taqarib helps citizens engage in public dialogue, prioritize public resource allocations, and understand the roles and responsibilities of local government. The project links enhancements to service delivery at the municipal level with national efforts to improve the execution of decentralization policy, and with efforts to undertake evidence-based reform.

 

  1. OBJECTIVES

 

Taqarib project has supported the media offices of the partner municipalities in developing their skills in the media field, the previous efforts included multiple support such as (Photography and design skills) to improve their skills and enhance the communication between the municipalities and the Population, and keep the public informed on the efforts of municipalities in providing services.

This year Taqarib project aims to build on the previous efforts and provide technical support for ( five municipalities ) on Podcast development, to allow the municipalities to develop their own podcast and to tell the story of different projects and services provided by the municipalities.

The training will be for 5 days focusing on developing the skills of podcasting and will focus on providing the needed knowledge for developing podcasts, The primary goal is to empower media office staff with the skills required to produce professional podcasts, from initial concept to final publication and it will include but not limited:-

  • Introduce participants to the podcasting landscape, its potential, and best practices.
  • Provide hands-on training on creating podcast content, shooting, recording, editing, and distributing episodes.
  • Equip staff with the necessary technical and creative tools for producing podcasts.
  • Encourage staff to create engaging and high-quality audio content aligned with the organization’s goals.
  1. Scope of Work

The Podcast Development Trainer will deliver a comprehensive, hands-on training program for staff members at the media offices. The scope includes the following key tasks:

3.1 Initial Assessment

  • Conduct an initial needs assessment with the media office to understand the current knowledge level of participants.
  • Define and create the training schedule based on the number of staff and their availability.
  • Review existing media content and podcasting goals for tailoring the training to the organization’s specific need (if any)

3.2 Curriculum Development

  • Develop a detailed training curriculum covering essential podcasting skills, including:
    • Introduction to podcasting: history, current trends, and the power of audio and visual content.
    • Pre-production: content strategy, audience research, episode planning, and script.
    • Production:
  • Audio: technical setup (microphones, sound equipment), recording environments, and voice techniques.
  • Video: Directing, camera angels, camera movements, lighting implications, and shooting frames.
    • Post-production: audio editing means, software tools, and enhancing sound quality.
    • Distribution: publishing platforms, RSS feeds, metadata, and promotion.
    • Marketing strategies for podcasts, including audience engagement and monetization options.

3.3 Training Sessions

  • Deliver a series of in-person workshops and interactive sessions covering theoretical and practical aspects of podcast production.
  • Sessions will be structured to include:
    • The developed curriculum should be reflected in the training sessions as topics of the training.
    • Lecture-based presentations with slides, videos, and case studies.
    • Hands-on practical demonstrations, using industry-standard tools (e.g., Audacity, Adobe Audition, GarageBand).
    • Group activities, assignments, and Q&A sessions to encourage knowledge sharing and collaboration.

3.4 Hands-On Practice

  • Organize real-time podcasting exercises where participants can:
    • Plan and outline their own podcast.
    • Practice recording, editing, and mixing audio.
    • Practice shooting and editing podcast episodes.
    • Work on producing an actual podcast episode as a group.
    • Receive constructive feedback on their work.

 

TASKS (PERFORMANCE REQUIREMENTS)

 

  • Pre-training assessment of the level of the targeted participants to identify the level of the training.
  • Identify the topics that will be covered during the training, and it should all be under podcast development
  • Draft and submit training plans along with the timelines (training should run for a period of – 5 working days if needed, 6 hours per day.
  • Draft detailed agendas for the entire training.
  • Develop training material for each subject in the form of PDF.
  • Develop training presentations for each of the training topics including all practical activities.
  • Prepare a training pre-post test covering of all subjects included in the training.
  • Conduct training in the targeted location.
  • Draft and submit training summary reports with attendance sheets, photos and Pre and Post analysis for each training conducted.

 

Technical Requirements and Qualification:

 

  1. STTA must have very good skills in podcast development mechanisms.
  1. Proven experience in podcasting, including content creation, production, and editing.
  2. Expertise in using industry-standard video and audio editing software and equipment.
  3. Experience in training (3,4 years) or teaching, with the ability to explain complex concepts in a clear and engaging manner.
  4. A portfolio of podcasts created by the trainer.

  2. STTA must provide a technical proposal with a deep understanding of media office work to be able to effectively target them with the training methods, training material, and training activities.
  3. STTA must demonstrate expertise and capacity to provide services requested in the scope of work including demonstrated experience of managing similar trainings in Libya.
  4. The STTA must provide his/her previous experience in conducting similar training on the targeted topics and should exhibit experience in training methods, training management, and training content development.
  5. STTA must submit an implementation plan and timeline that shows that he/she understands the activities to be undertaken and the order in which they should be undertaken.
