TERMS OF REFERENCE – PHOTOGRAPHER IN LIBYA
- BACKGROUND
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is assisting around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.
PUI in Libya focuses on primary health care provision to the most vulnerable populations living in Eastern Libya. From its base in Benghazi, several Mobile Health teams cover villages and neighbourhoods in Benghazi and Great Benghazi, Ajdabiya, Al Marj, Jabal Al Akhdar and Derna. Furthermore, PUI reinforces awareness, communication and prevention on health care topics within communities. In parallel, PUI develops public infrastructures rehabilitation and restoration in areas affected by conflict.
- EXPECTED OUTPUTS
Under the supervision of the Humanitarian Affairs Officer, the photographer will be required to;
- Join PUI’s team in its daily implementation of activities and document the different components of intervention.
- To capture high resolution images of PUI’s project activities in various parts of the country. A specific attention should be put on PUI and its donor’s visibility.
- Provide PUI with at least 100 high quality photographs on shareable format.
- The images should be accompanied by brief captions relating to the subject of the picture and an explanatory sheet giving background information about the photos (date, country, city/region, project, name and role of the person on the photo if applicable). The image should respect people’s privacy and dignity.
Deliverables must respect PUI’s policies that will be fully detailed upon signature of contract.
- DURATION OF ASSIGNMENT
The assignment will cover 20 working days with at least 5 days dedicated to field visits. The rest of the time has to be dedicated to selection, edition, classification and compilation of photographies.
- SKILLS AND EXPERIENCE
- Provable experience in Photography and Video shooting
- Libyan nationality
- Excellent command of English
- Ability to understand and portray the humanitarian intervention into local environment respecting cultural norms.
- Ability to work in close coordination with other team members.
- High degree of integrity and professional responsibility
- Laptop & Photographic and video equipment
- CONTRACTUAL ARRANGEMENTS AND SUPERVISION
The applicant will be hired under Premiere Urgence Internationale Libya terms of contract. PUI shall provide necessary support to the consultant in order to execute the assignment during the duration of the consultancy.
The successful candidate will administratively be under the overall supervision of the Benghazi Deputy Field Coordinator Progammes but will report directly to the Humanitarian Affairs Officer. He/She will have to respect the security rules of the organisation as per indications of the Deputy Head of Mission in Libya.
- INTELLECTUAL PROPERTY
The copy right for all these photographs remains with PUI Libya mission. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of PUI.
- REMUNERATION
Payment shall be made in two instalments of;
- 30% upon submission of acceptable drafts and
- 70% Final payment upon submission of the final outputs, incorporating suggestions and recommendations from PUI

- Examples of work completed over the last few years (at least picture material, and videos as a bonus)
