Project Background:
The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:
- Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
- Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
- Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
- Inform Programming through a robust learning and analysis agenda
Purpose:
The Operations Specialist will be responsible for keeping the project inventory up to date and accurate. He/she will ensure disposition and transfer of project assets is done according to DAI procedures and policies. He will also be responsible for liaising with the security department and handle some of the Operations and Administration tasks . In addition, he will be responsible for managing transportation requests for staff in Tripoli office.
Responsibilities and Key Tasks:
Inventory and Security :
- Conduct physical inventory of the DAI/LGCS project assets.
- Receipt of all procured goods and verification of all Goods Delivery Receipt
- Assigning ID numbers for each item and applying tags
- Tracking Entry and regular updating the daily data entry and data management of equipment in the project database (TAMIS)
- Preparation of damage and loss reports as required, and according to standard procedures and controls
- Preparation of equipment dispositions and related reports
- Regular physical inventory checks of all equipment in the project Libya and Tunis field offices and warehouse
- Coordinate with the Communications team to ensure the correct branding is followed for disposed and transferred assets.
- Ensure Final Transfer Forms of project inventory is fully executed by beneficiary and Chief of Party
- Ensure all consumable items/supplies are tracked for Operations and Technical Department .
- Adherence to all USAID and project policies and procedures related to inventory management
- Maintenance of all asset hard copy and electronic files according to record keeping policies and procedures.
- Supervising the Facility assistant and the cleaners .
- Liaison with and training of the security department regarding all project security equipment
- Liaison with and training of field office staff regarding all field assets and their management
- Signing gate passes for any equipment which will be sent to the field offices; or is authorized to be taken away from project premises
- Management of all project phones and SIM cards issued and support the preparation of any document as required
- Handling the inventory for Tripoli, Benghazi , Sebha and Tunis Offices .
- Assist expat and TCN staff with security at the airport
- Oversee transportation requests from staff for Tripoli office. Liaise with transportation vendor as required to coordinate travel for staff.
- Other tasks as assigned.
Operations and Administration
- Assist with day-to-day administration including IT requirements, office operations needs for Tripoli office.
- Contact and coordinate with vendors/laborers on all maintenance required for the office.
- Assisting in the recruitment process .
- Coordinating administrative tasks and requesting and distributing staff communication allowance, and overseeing office visitors’ access are following DAI office access policy.
- Ensure adequate office supplies, kitchen supplies, and fuel for generators are maintained at all times.
- Assisting in preparing all the visa documents required for Expats.
- Maintain the project library, setting up new files as necessary and ensuring that documents are filed appropriately on a regular basis (on TAMIS and SharePoint).
- Conduct translation for project operations related when needed it.
- Submit requisitions for operations office related items .
- Assist the procurement team with incoming procured commodities and ensure they are well stored in the office premises or DAI warehouse.
- Responsible for the office operations and petty cash.
- Other tasks as assigned.
Qualifications:
- Bachelor’s degree or equivalent required.
- Recognized computer training course (with advanced excel) an advantage
- Minimum of 6 years of progressively responsible experience in relevant positions preferred.
- Experience with international donor-funded projects or international organizations preferred.
- USAID-funded project experience is a plus.
- Must have willingness to travel to field offices.
- Excellent organizational skills and attention to detail, ability to prioritize and manage multiple tasks.
- Excellent computer skills, in particular accurate typing, data entry and Excel
- Attention to detail and accuracy
- Ability to work both independently and as part of a team
- Ability to work under pressure
- Oral and written fluency in English.
Location and Reporting:
The Operations Specialist will be based in Tripoli, Libya and will be reporting to the Director of Operations.
