تعمل منظمة Première Urgence International في ليبيا منذ عام 2017، وخاصة في مناطق بنغازي، وفي الكفرة منذ عام 2019، لتعزيز صمود السكان الأكثر ضعفا المتضررين من الأزمات المستمرة، وتحسين وصولهم إلى الخدمات الأساسية. يستند تدخل المنظمة في البلاد إلى نهج متكامل يجمع بين توفير خدمات الرعاية الصحية الأولية الشاملة، والدعم النفسي والاجتماعي، وأنشطة المياه والصرف الصحي والنظافة الصحية، والبنية التحتية وإعادة التأهيل. منظمة الإغاثة الأولية الدولية تطور مشاريع إعادة تأهيل البنية التحتية العامة وترميمها في المناطق المتضررة من سنوات عديدة من الصراع. وتقوم المنظمة حاليا بتنفيذ أنشطة تتعلق بالصحة والمياه والصرف الصحي والنظافة الصحية لمساعدة السكان المتضررين من عاصفة دانيال. واعتبارا من سبتمبر 2024، ستطلق المنظمة إستجابة طارئة في مجالي الصحة والمياه والصرف الصحي والنظافة العامة لمساعدة اللاجئين السودانيين والسكان المضيفين في منطقة الكفرة.

وصف الوظيفة
الغرض العام

يقوم الممرض/ة بمهام التمريض كجزء من الأنشطة الصحية للفريق المتنقل. وهو مسؤول عن أنشطة الفحص المجتمعية، مع التركيز على الفئات الضعيفة والأمراض غير المعدية (مثل إرتفاع ضغط الدم والسكري) في مجالات التدخل. وسيتم تحديد المستفيدين المعرضين للخطر من خلال أنشطة التوعية وتزويدهم بالتثقيف الصحي والمشورة. وسيعتمد نهج للتغيير الاجتماعي والسلوكي في تنفيذ الأنشطة الصحية المجتمعية.

التدخلات الصحية المجتمعية – 

القيام بمهام التمريض كجزء من الأنشطة الصحية المتنقلة-

   مسؤول عن أنشطة الفحص المجتمعية وأنشطة الفحص المبكر للأمراض غير السارية عن طريق التفاعل مع المجتمع المحلي في المنازل، وتقديم-

تقييمات صحية حسب الحاجة وتقييم مخاطر الإصابة بالأمراض للأفراد

 مسؤول عن إحالة المستفيدين المعرضين للخطر الذين تم الكشف عنهم إلى خدمات الرعاية الصحية-

(إما PUI MHT أو PHCC المدعومة / التسويات غير الرسمية)

  متابعه الاحالات باستخدام مستندات التتبع لمتابعه كل حالة علي حدى-

دعم أنشطة بناء قدرات العاملين الصحيين – وغيرهم من الموظفين المعنيين – في مجال خبرتهم/مواضيعهم (مثل تغيير السلوك للأمراض غير-

المعدية، والأمراض المعدية، أو أي موضوع آخر ذي صلة بصحة المجتمع)

 دعم تطوير المواد التعليمية (مثل تجربة وتقييم المادة العلمية في الميدان) للمواضيع المحددة ذات التأثير على الصحة العامة-

PUI توفير رعاية صحية مبنية على الأدلة العملية و تركز على الشخص فيما يتعلق بالأمراض غير السارية، باتباع بروتوكولات وأدوات –

والمسؤولية عن جودة عملية الفحص والتقييم السريري الذي تم إجراؤه للمستفيدين

  ضمان ملء وتوثيق البيانات التي تم جمعها من الزيارات بشكل صحيح، وذلك باستخدام الأدوات والنماذج التي تم إنشاؤها لكل عملية. التأكد-

من أرشفة جميع الوثائق بشكل صحيح

·التأكد من سرية بيانات المرضى طوال الوقت، واتباع أخلاقيات الطب قبل وأثناء وبعد أداء ممارسات التمريض السريرية-

المساهمة في رفع مستوى الوعي الصحي داخل المجتمع المستهدف، وتوفير جلسات التوعية الصحية الموجهة للتغيرات الاجتماعية والسلوكية-

دعم الفريق الصحي في وضع خريطة لمنطقة التدخل (خريطة مجتمعية) تحدد الأسر المعيشية/الأفراد الأكثر ضعفا لتحديد أولويات التدخلات-

  المشاركة الفعالة في فعاليات التوعية الصحية لضمان توصيل الرسائل الصحية بأسلوب تفاعلي-

التأكد بالتعاون مع الفريق الطبي من أن رعاية المرضى مثالية، والتأكد من أن المرضى لديهم خطط تدبير مناسبة-

ضمان تنفيذ أدوات الرصد والتقييم وفقا للاحتياجات المحددة للمشاريع-

 التنسيق والإبلاغ – 

جمع المعلومات الضرورية من متطوعي صحة المجتمع حول المرضى المحددين والإبلاغ وفقا لذلك-

التأكد من تسجيل البيانات بدقة في النسخ الورقية والرقمية-

اطلاع المدير المباشر على أحدث التغييرات التي تمت ملاحظتها في الحقل لضمان إستمرار عملية التعلم وتعديل الأنشطة-

 PUIالإبلاغ عن المخاوف أو الطلبات من المرضى أو عائلاتهم حول خدمات –

حضور إجتماعات فريق المنظمة عند الحاجة-

التعاون مع المؤسسات الأخرى عند الحاجة-

إدارة الفريق – 

عقد إجتماع أسبوعي لفريق العمل لمناقشة خطط الأنشطة والتقدم المحرز-

ضمان الإدارة اليومية للفريق: خطة الإجازات، والالتزام بساعات العمل، وإجراءات التقييم، وخطط التطوير المهني وغيرها-

ضمان امتثال الفريق للوائح الداخلية في المنظمة  بموجب إدارته. إبلاغ المدير المباشر بأي خرق لهذه اللوائح-

مهام أخرى – 

يكون على علم بقواعد الأمان في الميدان  في أي وقت وتقديم ملاحظات إلى المدير المباشر-

اتباع قواعد السلامة والأمان على أرض الواقع-

أن يكون على علم بلوائح النظام الداخلي لمنظمة الإغاثة الأولية الدولية-

وبصفة عامة، يتعين على المتعاون/ة أن يظل مرن/ة وأن يؤدي مهام أخرى على النحو المطلوب من أجل حسن سير البعثة

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

Première Urgence Internationale has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019, in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision of comprehensive primary healthcare services, psychosocial support, WASH activities, and infrastructure and rehabilitation. Première Urgence Internationale develops public infrastructures’ rehabilitation and restoration in areas affected by several years of conflict. PUI is currently implementing health and WASH activities to assist the populations affected by the Daniel storm. From September 2024, PUI will launch an emergency health and WASH response to assist Sudanese refugees and host populations in the Al-Kufra region.
Job Description
Overall purpose
The Nurse performs nursing duties as part of the mobile team health activities. S/he is responsible for community screening activities, with focus on vulnerable groups and Non-Communicable Diseases (such as Hypertension and Diabetes) in the areas of intervention. Beneficiaries at risk will be identified through outreach activities and provided with health education and counselling. A social and behavioural change approach will be adopted in the implementation of the community health activities.

Specific objectives and linked activities

1.       COMMUNITY HEALTH INTERVENTIONS

·         Perform nursing tasks as part of the mobile health activities

·         Is in charge of community and door-to-door NCD screening activities, providing proper health evaluation and morbidity risk assessment to individuals

·         Responsible for the referral of the detected at-risk beneficiaries to health care services (either PUI MHT or supported PHCC / unformal settlements)

·         Monitor the referrals using tracking documents for the respective case follow-up

·         Support in capacity building activities of health workers – and other assigned staff – in their area of expertise/topic (such as behavioural change for non-communicable diseases, communicable diseases, or any other topic of community Health relevance)

·         Support the development of educational material (e.g. field assessment/testing) for assigned topics of public health impact

·         Provide person-centred, evidence-based nursing care related to NCD, following PUI protocols and tools, being responsible for the quality of the screening process and clinical assessment done to the beneficiaries

·         Ensure the proper filling and documentation of the collected data from the visits, using the tools and forms created for each process. Ensure proper archiving of all the documents

·         Ensure patients data confidentiality all the time, following the medical ethics before, during and after performing the clinical Nursing practices

·         Contribute to raise the level of health awareness within the targeted community, providing health awareness sessions oriented to social and behavioural changes

·         Support the health team in developing a map of the catchment area (community map) identifying the most vulnerable households/individuals to prioritize interventions

·         Participate actively in the health awareness events ensuring the health messages delivery in an interactive approach

·         Ensure in collaboration with the medical team, that patient care is optimal, and ensure that patients have appropriate management plans

·         Guarantee the implementation of monitoring and evaluations tools, according to the defined needs of the projects

2.       COORDINATION AND REPORTING

·         Collect necessary information from the Community Health Volunteers on identified patients and report accordingly

·         Make sure data registration is accurate on hard and digital copies

·         Keep up to date the line manager about changes observed in the field to ensure continuous learning process and activities adjustment

·         Report concerns or requests from patients or their families about PUI services

·         Attend PUI team meetings when required

·         Collaborate with other organisations when required

3.       TEAM MANAGEMENT

·         Conduct weekly team meeting to discuss activities plans and progress

·         Ensure the daily administrative management of his/her team: Leave plan, compliance with working hours, appraisal procedures and professional development plans among others

·         Ensure the compliance with PUI Internal Regulations (IR) by the team under his/her line management. Report any breach of the IR to the line manager

4.       OTHER DUTIES

·         Be aware of the security rules in the field at any time and provide feedback to the line manager

·         Follow safety and security rules on-base

·         Be aware and apply the Internal Regulations (IR) PUI for the mission

In general, the Collaborator has to remain flexible and to perform other duties as required for the good running of the mission.
