The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization that works worldwide to help and protect refugees, internally displaced- and other conflict-affected persons.

 

Danish Demining Group (DDG) is a Humanitarian Mine Action Unit in the Danish Refugee Council (DRC). The DDG mission is to recreate a safe environment where people can live without the threat of Landmines, Unexploded Ordnances and Small Arms & Light Weapons.

 

DRC together with DDG, as a single entity – DRC/DDG, opened its operations in Libya in 2011 to respond to the humanitarian needs in the country. Currently DRC/DDG implements activities with a head office in Benghazi in the following Areas of Operations, namely: South of Libya – Sabha office, West of Libya – Tripoli office and East of Libya – Benghazi office. 

 

Position’s Description

 

The overall role of the NTS Team Leader is to monitor and supervise of his/her respectful team on assigned survey activities assessing the effects of explosive remnants of war (ERW) including unexploded ordnance (UXO) and landmines.

 

Responsibilities and duties

 

The NTS Operator responsibilities are listed below, and may be revised as necessary.

 

  • Organize gathering geographic information about mine affected communities, threats from mines and ERW, technical information, socio-economic conditions, follow up activities and impact of DDG activities on the communities, including information concerning mine and ERW accidents
  • Organize establishing a wide information network including authorities, communities, NGOs, and other possible sources of information
  • Serving as a liaison point for local representatives at different levels, in assigned areas of responsibility
  • Assessing needs at village and commune levels, and establishing priorities in cooperation with all stake holders at the local level
  • Analyzing gathered data, and where necessary dissemination of information
  • Ensuring that the NTS/RE PM is fully briefed on all issues relating to Non-Technical Survey
  • Cooperating and coordinating closely with all humanitarian mine action activities
  • Control the team on all safety measures during field visits  
  • Ensuring that all information collected is accurately recorded and standard formats for reporting are followed by his team
  • Coordinating Community Liaison and Mine Risk Education presentations in area of responsibility when required
  • Conduct Explosive Ordnance Risk Education (EORE) presentations in area of responsibility when required by the manager.
  • Participate in the elaboration of EORE IEC materials and EORE public information campaigns when required by the manager
  • Collect information in targeted communities through direct interviews or focus group discussions when required by the manager
  • Responsible for own and all team members safety
  • On daily basis submit IMSMA reports as applicable to Data Base Officer (DBO) and NTS/RE PM
  • Any other duties as directed by the NTS/RE PM

 

The NTS Team Leader reports to NTS/RE Project Manager. He/she must report in writing.

 

Essential qualifications and skills:

  • Vocational school. Higher education – is an asset.
  • First Aid course
  • Proven ability to obey obstructions
  • Knowledge of English language is mandatory (speaking and writing)
  • Knowledge of non-technical survey and community support activities
  • Knowledge of Mine Action Standards
  • Knowledge of Mines and UXO encountered in Libya, basic understanding of military operations is an asset
  • Knowledge of topography and map drawing, basic handling of compass, GPS and basic digital camera
  • Social communication skills and diplomatic personality
  • Good interpersonal skills
  • Computer literate, MS Office and Base Camp Garmin
  • Driving license

 

Personal Specification / Desirable Experience / Qualities:

  • Physically fit
  • Ability to work effectively under stressful situations, & adapt to, difficult conditions
  • Excellent discipline with the ability to follow direct instructions
  • Must be able to write reports 
  • Well organized, proactive, flexible and trustworthy
  • Knowledge of clearance and support equipment utilized in demining operations is an asset

 

 

General Regulations:

  • The employee shall follow DRC/DDG instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
  • Employee should not engage in any other paid activity for any other agency during the DRC/DDG contract period without Country Director’s authorization.
  • Employee should not engage in any activity that could harm DRC/DDG or the implementation of any project during the DRC/DDG contract period.
  • Employee should not give interviews to the media or publish project-related photos or other material without Country Director’s authorization.
  • Employee shall return all borrowed equipment for the project to DRC/DDG after the end of the contract period or upon the Country Director’s request.
