Job Overview
Job Summary:
Responsible for answering calls within the defined service level agreements with other parties internal and external to LTT, opening trouble tickets, resolving issues in a timely manner, and serving as the first/second level of escalation.
Monitoring/Discovering/Analyzing/Diagnosing Network issues, recovering the service remotely or escalate the issue to related technical department
Duties and Responsibilities:
- Surveillance of LTT backbone network through monitoring systems.
- Faulty management for all LTT services.
- Trace issues with other providers’ NOC (LITC & HLC).
- Technical support to other operators (Libyana, & Almadar) & leased lines.
- Create of trouble ticket for issues, diagnose the reason, perform first/second level network support to resume the service, impact third level network support with field maintenance team.
- Supervises the functioning of network components and makes sure that they are active and problem free on 24/7 basis.
- Takes network problem complaints from the call center, analyzes them and depending on the difficulty and nature of the problem, either seeks help or solves them himself.
- Manages complaints and ensures that they are resolved.
- Maintains a detailed record of the problems and methods used to solve it.
- Follow up remotely with on-site engineers / technicians in various LTT regions for the purpose of confirm the service stability & quality.
- Provides remote technical assistance to technical departments to modify the network correctly.
- Work in shifts throughout the week, including weekends & holidays.
- Update drawings and computer generated drawings, creating/update site documentation (e.g. layout of equipment within a room, optical distribution at a site, overall Transmission Network topology).
- Ensuring the updating, changing, & auditing is done properly for all tools of faulty, performance, & resource mgmt.
- Synchronizes with technical staff to modify and fine tune applications for monitoring network performance and operations.
- Carries out inspections on regular basis on network performance and prepares final reports for the Unit Head.
- Deal with power outages, black holes, network failures and make sure that main network is stable through support if field technicians.

- Establishes and maintains effective working relationships with all technical departments
- Monitor, Operate and Manage the network to ensure availability and reliability of the network.
- Participates in preparation of technical reports on the status of the network to avoid possible congestion and redeployment on the transmission network.
- Synchronize with technical staff in the HQ and other regions to modify and fine tune network parameters to reach optimum performance and operation.
- Monitor/Operate IP connectivity, Digital Services, National & International traffic, ISPs, wholesales and Mobile links over the SDH & DWDM network
Participates in Faults sessions and produce recommendations to prevent faults reoccurrences or reduce its effect on the service. - Participates in improvement the transmission KPI’s (Transmission unavailability, MTTR, TR-fault rate).
- Performing other duties related to the job as assigned by the direct supervisor.
Internal Employment Relations:
- Coordination with the Head of department & Technical Team to ensure continuous operation of LTT
- Coordination with all Region Operation Technical teams to ensure continuous operation of LTT network all across Libya
- Coordination with all concerned divisions in LTT HQ to solve any issue related to NOC Operations
External Employment Relations:
- Communicating with internet service providers, Hatef Libya and other operators to solve any issues external to LTT
- Communicating with corporate clients to solve their issues regarding the leased lines
Job Specifications & Requirements
- Bachelor Degree in Telecommunication / Computer Engineering or any related field
- 3 years of experience in related field
- Familiar with a variety of the field’s concepts, practices, and procedures
- Professional knowledge of NOC operations
- Experience of network monitoring tools and protocols.
- Familiar with LTT services and processes.
- Basic knowledge of current technological developments/trends in area of expertise.
- Basic knowledge of networking components and their configuration especially routers and switches.
- Be flexible in responding to changes in schedules and job priorities
- Excellent analytical and problem solving skills
- Experience and knowledge of optical fibers is an advantage
- Excellent troubleshooting, communication, and customer service skills
- Acquire additional skills to maintain technical and professional skills
- English language
