PN 422252OBJECTIVES OF THE PROGRAMMETo advise and support actions and strengthen TB/HIV response and other communicable deceases for national and non-nationals in Libya. Strengthen TB/HIV prevention and other communicable deceases,management, support and care in Libya in line with the aims, principles and approaches of End TB Strategy and HIV.Provide technical guidance and coordinate the response of relevant sectors and stakeholders in reaching the End TB and HIV Strategy goals and other communicable deceases and targets in Libya. Develop a workable plan of action for TB/HIV programme and other communicable deceases covering both drug sensitive and drug resistant component for diagnosis, treatment, care and support, procurement and supply chain management ensuring availability of quality assured drugs and diagnostic commodities. Build nationals and partners capacity and establishment of a coherent, responsive and effective coordination mechanism within the current context and limitations of the security situation in the country. DESCRIPTION OF DUTIESThe incumbent will perform the following duties: 1- Provide technical advice to the national TB & HIV/AIDS control programmes and maintain a close cooperative relationship and regular communication with the national and sub-national HIVand TB control programmes for continuous update and follow-up on the relevant activities. 2- Monitor the implementation of TB& HIV/AIDS WHO workplan at national and sub national level and take adaptive actions when needed. 3- Be responsible for the developmentand implementation of interventions for vulnerable population and general populations, at governorate and district levels for prevention and care of TB& HIV/AIDS, within the existing health systems. 4- Create quarterly and final technical and financial reports for the TB/HIV activities funded from the current grants awarded to WHO in line with required TB &HIV/AIDS Fund reporting templates. 5- Strengthen the surveillance systemfor TB & HIV/AIDS in collaboration with national and sub-national TB &HIV/AIDS control programs. 6- Participate and advocate in major national activities involving strategic planning, programme reviews, resource mobilization and national stakeholder meetings. 7- Oversee with the national control programmes the collection and analysis of programme data, updating their monitoring and evaluation indicators and respond to regional and global requests for data and reporting. 8- Organize and conduct capacity building activities for the national staff working in TB & HIV/AIDS control programmes and other involved partners. 9- Be responsible for carrying out national or sub-national programme reviews, surveys and field visits/field supervision for TB & HIV/AIDs. 10- Ensure quality and timely implementation of activities planned under the projects for TB & HIV/AIDS control, in close coordination with the doners and partners. 11- Develop the appropriate forums to ensure quality of collection and sharing of information related to grant doners. 12- Prepare administrative and technical reports and presentations, develop the Terms of Reference (TOR) of the contracts with the experts, reviewing their technical reports and provide appropriate comments REQUIRED QUALIFICATIONSEducationEssential: University Degree in Medicine.
ExperienceEssential: At least Five years of relevant experience in publichealth, including TB & HIV/AIDS focusing on implementation of action plans for disease prevention and control.
SkillsKnowledge of country situation with regard to TB & HIV/AIDS and the national response. Adequate knowledge of TB & HIV/AIDS, planning and programme design, including the setting of interventions. Adequate knowledge of TB & HIV/AIDS technical issues, in particular planning for access to HIV and TB care and treatment including for procurement. Ability to develop good relationship, with national and governorates partners to ensure quality of collaborative response to TB & HIV/AIDs in the country. Excellent communication, report writing and analytical skills.

REMUNERATIONRemuneration comprises an annual base salary starting at LYD 49,944 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
