PN 420836OBJECTIVES OF THE PROGRAMMETo ensure that effective WHO country presence is established to implement the WHO country cooperation strategies that are aligned with Member State’s health development agendas and emergency/resilience programmes, and harmonized with the United Nations country teams. DESCRIPTION OF DUTIES1- Oversee the smooth country implementation of WHO global and regional commitments on mental health, psychological support according to WHO guidelines and tools. 2- Provide technical advice to the assessment of mental health and psychological support (MHPSS) needs, resources and capacities within the country. 3- Contribute to the development of national strategies and policies through policy advice and recommendation on plan of action for improvements in the existing health systems for prevention, Management and care for Mental neurological and substance use disorders. 4- Participate in the development of mental health service organization plans, with initial focus on providing mental health and psychological programming in the country. 5- Promote a system-based approach to integrate MHPSS in health and related social sectors, and support the development of community-based mental health services in coordination with relevant agencies and entities. 6- Liaise with counterparts in the Ministry of Health and other national entities/institutions to improve capacity in the MHPSS response at national level. 7- Develop and support the implementation of a research agenda on MHPSS including promoting operational research on cost effectiveness of community-based interventions. 8- Analyze data and information on best practices and partners’ experiences in implementing MHPSS strategies and prepare and disseminate information. 9- Monitor the integration of mental health in primary health care service of the country. 10- Identify needs for external technical support in coordination with Regional Office and ensure proper and timely handling and monitoring of consultants’ briefing, agenda, facilitation of the missions, evaluation and follow up of recommendation. 11- Proactively participate in resource mobilization activities by developing project proposals reflecting MHPSS priorities in the country, ensure the needed follow up in terms of fund raising effort, timely implementation, monitoring, evaluation and donor reporting. 12- Review relevance of contractual engagements with partners and institutions and suggest implementations regarding WHO’s support. 13- Represent WHO at various meeting. 14- Prepare brief notes, meeting reports, information products and content on mental health topics. REQUIRED QUALIFICATIONSEducationEssential: University Degree in Medicine, Psychology or Public Health ( With emphasis in Mental health)
ExperienceEssential: At least five years of relevant experience providing mental health and psychological support ( MHPSS)
Skills1- Strong Technical skills in providing mental, neurological, substance use disorders and other mental health related areas. 2- Demonstrated skills in capacity-building activities in MHPSS. 3- Demonstrated skills and knowledge in emergency and humanitarian response activities and how it relates to MHPSS. 4- Demonstrated ability to provide technical advice to all relevant stakeholders. 5- Demonstrated skills to assess and analyze data to support national programmes and policies, projects and activities, including budget programming and control. 6- Excellent interpersonal skills and ability to work under pressure, complemented by demonstrated ability to identify and manage difficult situations. 7- Knowledge of WHO and UN programmes.

REMUNERATIONRemuneration comprises an annual base salary starting at USD 42,910 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
