Position # 419213OBJECTIVES OF THE PROGRAMMEThe Objectives of WHO’s emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO’s emergency response team are to support Member State by: 1.Promptly assessing health needs of populations affected by crises, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible heath information and ensuring the continuity of essential health services; 2.Coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency; 3.Ensuring that critical gaps in the health response are rapidly identified and filled; 4. Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response. DESCRIPTION OF DUTIES1.Prepare logistics and support plans, deployment timelines and budget requirements for planned or new operations. 2.Identify additional training needs in logistics and arrange training courses to achieve high working standards 3.Supervise and coordinate transportation operations, storage, shipping and delivery of supplies’ consignments to the Ministry of Health and/or other counter parts in Syria. 4.Establish and maintain work program and schedule for ongoing contracts and newly planned ones. 5.Investigate and submit reports regarding discrepancies in delivered goods. 6.Supervise and direct Logistics Assistants and Drivers. 7. Provide regular/periodical reports on the status of supplies related to each programme area. 8.Oversee the handling of relevant claims on missing, damaged and /or short-landed supplies/consignments. 9. Supervise the management and maintenance of WHO vehicles in the absence of the transport focal point. 10. Serve as the security focal point in the absence of the local security assistant . 11. Perform any other duties as designated by the WHO representative. REQUIRED QUALIFICATIONSEducationEssential: University degree in Transport, Economics, Supply Chain, Logistics, Engineering, Business Management, or other related field. Valid driving license (B). Masters degree in public health ExperienceEssential: At least one year relevant experience in the area of supply and logistics. Knowledge of WHO mandate and goals or experience in UN Organizations, NGOs is considered an asset. Project management / Results-based Management (RBM) is an asset. Skills1) Proven ability to deliver results. 2) Sound organization skills. 3) Stress and time management skills.4) Good knowledge of WHO systems, procedures and practices. REMUNERATION Remuneration comprises an annual base salary starting at USD 34,827 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave. ADDITIONAL INFORMATION
