Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the direct supervision of the Procurement and Logistics Officer, the overall supervision of the Procurement and Logistics Officer and in close collaboration with Global Procurement and Supply Unit in Manila the incumbent will be responsible and accountable for providing necessary support to procurement functions of IOM Libya. He will be responsible for the following:

Core Functions / Responsibilities:
1. Assist the Procurement and Logistics Officer in all procurement & logistics activities within the Tripoli office and other sub-offices in Libya, including procurement, property and asset control, supply, service/ maintenance and dispatch transportation related tasks.
2. Advise Procurement & Logistics Officer on IOM logistics and procurement capacity, needs and problems and actively suggest solutions and contribute input toward IOM mission activities and goals.
3. Assist the Procurement and Logistics Officer to plan, implement, monitor and control all aspects related to Procurement & Logistical needs of IOM Libya and its sub-offices through:
• analysis of procurement requests and consolidation of overall requirements to optimize purchasing power.
• Information evaluation regarding vendor’s performance including but not limited to quality, prices and delivery of goods and socialization and analysis of bids or quotations to ensure conformity with specified requirements.
• Compliance to Purchase Order (PO) specifications by ensuring that goods received are complete and in good conditions.
• Ensure that appropriate funds are available for purchase; ensure receipts are received when payments is conducted by cash.
• Record keeping and update of assets inventory, conditions and disposal
• Supervision of warehouse/stockroom inventory management practices, in order to ensure that there is no undue overstocking or loss consumable materials,
• Responsible for the Contracts for maintenance and repair of office facilities and Vehicles including preventing maintenance. Establish maintenance agreements with competent service providers.
4. In close coordination with the Procurement and Logistics officer in Liaising with the Project Managers, RMO and Head of Sub-offices regarding the procurement and service request, in order to consolidate overall missions’ procurement/service requirements and optimize purchasing power.
5. Closely work with procurement and logistics staff in Tripoli and other sub-offices in Libya in accordance with the Organization’s regulations and procedures.
6. Undertake duty travel to provide procurement/logistics support and to establish controls and procedures in the sub-offices as well as problem-solving and guidance, as assigned by the Procurement & Logistics Officer.
7. Assist the Procurement and Logistics Officer to train, guide and supervise staff dedicated to the above duties and responsibilities.
8. Ensure IOM and relevant donor administration procedures are in place and followed in accordance with regards to their relevant regulations.
9. Maintain contact with various suppliers both Local and International. Create internal control mechanisms to safe guard the Organizations assets and prevent fraud.
10. Organize and maintain tracking and filing systems / procedures for asset supply, transport documentation and program material distribution
11. Undertake any other duties within the incumbent’s capabilities that might be assigned by the P&L Officer.
Required Qualifications and Experience
Education
• Master’s degree in business administration, Management, Logistics, Procurement, Accounting or a related field from an accredited academic institution or;
• Bachelor’s degree with two years of relevant professional experience.
Experience
• Experience in managing diverse procurement and logistics operations.
• Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.
• High level of computer literacy (MS Office Word, Excel and Outlook).
• Particular experience in computerized accounting systems including SAP application.
• knowledge of IOM internal procurement and financial rules, as well as PRISM elements as they apply to procurement and logistics is an advantage.
Skills
• Demonstrated ability to communicate clearly and effectively with clients.
• Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision.
• Ability to work under pressure with minimum supervision.
Languages
• Fluency in English and Arabic is required
• Working knowledge of French and/or Spanish is an advantage
