National Pharmacist

The ICRC Delegation in Libya seeks to fill the following position:

National Pharmacist

The position is based in Tripoli Delegation

Under the supervision of the Quality Assurance Pharmacist. The Pharmacist will ensure the implementation of good storage and distribution practices within the Logistics Department and the related quality management system. S/he also makes sure that the delegation complies with national regulatory requirements and that activities related to domestic purchases of health-care products are carried out according to the relevant procedures.

Main Responsibilities:

• Ensure the ICRC’s Libya compliance to the national drug regulatory authority (Food and Drug Control Center – FDCC) and Ministry of Health (MoH) requirements including imports and exports of medical supplies.
• Facilitate and participate in the coupled product-source qualification process which includes audits and product evaluation to determine compliance with ICRC policies and procedures.
• With the support of the Regional Pharmacist, provide technical support to the Medical Purchasers on the quality-related issues
• Participate in the implementation of Good Distribution Practices (GDP) including but not limited to staff training, premise and equipment qualification to determine suitability for use.
• Actively participates in the handling of supply chain complaints and deviations including cold chain deviations.
• Manage records/documentation related to Good Distribution Practices (GDP) and quality of healthcare goods, as defined in the Standard Operating Procedures (SOPs).
• Perform quality control at reception while offering technical guidance to the medical logistics and supply chain team where required.
• Ensure the timely update of the relevant information in the ERP database.

Required Background and skills:

• Holder of a Bachelor of Pharmacy Degree from a recognized university
• Minimum 5 years working experience in a similar field.
• Must be a registered pharmacist with the National regulator.
• Must have good knowledge of Ministry of Health policies and national and international drug laws and policies.
• Previous working experience with NGO’s, international charitable organizations or a Medical Logistics service provider organization is an asset.
• Excellent command of written and spoken English
• Advanced computer skills (Word, Excel, Power Point), with experience in ERPs
• Precise, rigorous with high sense of confidentiality and integrity
