Established in 1951, IOM is a Related Organization of the United Nations, and as the
leading UN agency in the field of migration, works closely with governmental,
intergovernmental and non-governmental partners. IOM is dedicated to promoting humane
and orderly migration for the benefit of all. It does so by providing services and advice to
governments and migrants.
Context:
Under the overall supervision of the MRRM/DA Programme Manager and direct supervision
of Shelter/NFI/Cash Response Project Officer, the National Emergency Response Officer in
Tripoli will be responsible to coordinate the planning, implementation, monitoring and
reporting of the day to day emergency response interventions of the Direct Assistance Unit in
Libya in line with project agreements, IOM internal procedures as well as relevant sectoral
guidelines and standards.
Core Functions / Responsibilities:
The candidate will be closely working with the Shelter/NFI/Cash Response Project Officer
and the field project teams to ensure smooth and effective planning, implementation,
coordination and reporting of project activities related to food and Non-Food Items (NFI)
distributions, emergency shelter, and WASH as part of the Direct Assistance Unit’s
emergency response programme. In particular:
1.Coordinate the day-to-day planning, implementation, monitoring of the Direct
Assistance Unit’s activities including the Shelter NFI, CASH, Hygiene and Sanitation, as
well as Emergency Food assistance to IDPs, returnees, migrants, and other vulnerable
individuals throughout Libya in line with project plans and in accordance with IOM
procedures, relevant sectoral guidelines and supervisor’s instructions.
2.In close coordination with the supervisor, ensure the implementation of the Direct
Assistance programme activities including within the Shelter, NFI and CBI sectors in a
timely and effective manner. That includes, coordination with sectors and relevant
stakeholders, planning and monitoring of activities i.e. (assessments, registration,
distributions…) while ensuring consistency with IOM Libya’s strategic objectives and
participatory community-based approaches.
3.Carry out the relevant administrative and technical aspects, including but not limited to
financial and human resource matters,
4.Work and follow up with field teams on the delivery of administrative, HR and
financial requirements related to all the aspects of the Direct Assistance projects
including, approval and monitoring of attendance records, processing of payment
requests, petty cash transfer to field teams, and closure of open cash advances in
coordination with the supervisor and the relevant units in IOM Libya.
5. Develop and draft project reports for periodic internal and external updates, factsheets,
sitreps, and donor reports. In addition, prepare the distribution reports, including analysis,
findings and recommendations.
6.Ensure proper follow up on the project visibility in coordination with IOM PI team and
in line with IOM’s policies and procedures, as well as project proposals requirements. In
addition, prepare interest stories in coordination with the filed teams.
07.Support the supervisor in representing the DA unit and attending meetings such as the
sectoral coordination forums, maintain liaison and share information with the
shelter/NFIs and WASH sector, cash working group, and government and humanitarian
stakeholders relevant to the implementation of programmes as required by the supervisor.
08.Support the supervisor in preparing the procurement plan for food and NFIs, furniture,
stationery, and any other services/supplies that facilitate the implementation of DA
activities and oversee the related logistics arrangements and procurements including but
not limited to warehousing/DA stock tracking and management, quality control, purchase
requests processing and tracking to ensure timely delivery of corresponding
services/goods.
09.Support to the implementation of a cash/voucher response where applicable. Attend
Cash Working Group (WG) and other coordination meetings.
10.In coordination with the Monitoring and Evaluation unit and the supervisor,
contribute to the development of monitoring and evaluation mechanism/tools for DA
field activities, provide technical support, , for post-distribution monitoring exercises,

and assist in drafting/reviewing the Post Distribution Monitoring Surveys (PDMS)
reports accordingly, taking into account lessons learned for following rounds of
assistance.
11.Supervise and provide technical and administrative support to field-based project staff
in planning, implementing, monitoring and documenting activities (such as tracking
delivery challenges, lessons learnt and best practices), and make recommendations for
further capacity development. In addition, support the staff capacity building through
trainings on DA developed tools (assessments, reporting etc.), and guidance as needed.
12.Undertake regular field visits to monitor project activities and to provide information
and support with respect to project management and internal procedures as instructed by
the supervisor.
13.Perform such other duties as maybe assigned.
Required Qualifications and Experience
Education
Master’s degree in Social Sciences, Disaster Management, International Relations,
Conflict Management, Human Rights, Law or a related field from an accredited
academic institution and/or Bachelor’s degree in Social Sciences, Disaster
Management, International Relations, Conflict Management, Human Rights, Law or a
related field from an accredited academic institution with two years of experience.
Experience
• Minimum of 5 years of demonstrable emergency response work including
direct experience in day-to-day activity planning, implementation and
monitoring as well as supervision of field teams providing direct assistance to
migrants, IDPs and host communities
• Minimum of 6 years of demonstrable relevant Humanitarian Aid experience.
• Minimum 4 year of experience in IDP/Refugee
surveys/registration/assessments/team management.
Skills
• Prior professional experience in the field of migration and assistance to vulnerable
populations with a Government or UN agency, or a regional or international
organization in the Middle East and/or North Africa;
• Proven management skills
Languages
– Fluency in English is required and Arabic
– Working knowledge of French is an advantage.
