Overview of position | he United Nation Office on Drugs and Crime is implementing the project ‘Support for maritime safety and security management in Libya to address all forms of transnational organized crime in line with human rights principles’ through Our client’s program office in Tripoli, Libya .
This position will support the implementation of the project “Support for maritime safety and security management in Libya to address all forms of transnational organized crime in line with human rights principles” and report to the Global Maritime Crime Programme’s Regional Coordinator for the Mediterranean, located in Tripoli, Libya |
Role objectives | The purpose of this assignment is to strengthen the media communication capabilities of the Libyan actors by providing targeted mentoring and support. This includes enhancing the thierto effectively utilize social media platforms and communication tools to support their operational goals, improve stakeholder engagement, and ensure compliance with international human rights standards.
The Consultant will conduct tailored mentoring sessions to equip national maritime authoritieswith the skills needed to manage social media and effectively and transparently communicate about their operations. These sessions will focus on creating impactful, audience-targeted messages, using social media for public outreach, and managing communication during maritime incidents. By fostering a deeper understanding of digital communication strategies in line with human rights principles. As part of the assignment, the Consultant will provide support for a communication training program scheduled for the first week of March. This training will include interactive components designed to address critical aspects of media communication, such as crafting strategic messages, leveraging social media during search and rescue operations, and ensuring transperancy and human rights compliance in public communications. Furthermore, the Consultant will assist in drafting a comprehensive communication, focusingon enhancing transparency, public trust, and coordination with national and international maritime agencies. It will provide a framework for sustainable communication practices, incorporating recommendations for effective implementation and evaluation. |
Project reporting | The Consultant will report to the GMCP MED Regional Coordinator, to whom he/she will present a progress report every month on the deliverables. |

Team management | No team management is included in this role, however, the Consultant will work closely withall colleagues of the UNODC Libya project team for this Joint Programme. S/he will also interact and work in close collaboration with other colleauges part of Our client’s Libya Programme Office and UNODC Regional Office for Middle East and North Africa (ROMENA). |
Further information |
• A university degree (Bachelor’s degree or equivalent) in law, international relations, social sciences or other relevant discipline is required;
• A minimum of 7 years of professional experience in media communication, public relations, or a related field, with demonstrated expertise in social media strategy and digital communication;
• Experience in research, drafting strategic planning, and presentation skills is required;
• Experience in mentoring, faciliting training and workshops
• Very strong knowledge of local, regional and global human trafficking developments is desirable;
• Excellent written and oral English and Arabic.
