Organizational Setting:
The National Consultant – Immunization works under the direct supervision of the Emergency Team Lead of WHO Country Office Libya, and under overall supervision of the WHO Representative. S/he receives technical guidance from various WHO Specialists in the respective field of work, to provide technical and program support Acute Flaccid Paralysis (AFP) Surveillance, Supplementary Immunization Activities (SIA), COVID-19 vaccination and Routine Expanded Program on Immunization (EPI) in both emergency and non-emergency contexts.
The incumbent coordinate activities of local immunization personnel but with no direct supervisory or managerial responsibilities.
Major Duties and Responsibilities (including expected results)
- Coordinates WHO activities in all immunization components primarily on planning service delivery and vaccine management, achieving results such as:
- Performs and prepares regular monthly situational analyses of immunization service delivery (Access, utilization, and dropout rate) and vaccine availability for routine immunization and COVID 19 vaccines and reports to NCDC administration, technical advisory body and other organizations / institutions.
- Plans and conducts visits to designated areas of concern and high‐risk municipalities (Based on the data /information), to review immunization service delivery and COVID-19 vaccination.
- Conducts on – job training to EPI supervisors and vaccinators.
- Provides technical input to do quality & detailed micro-plans, supervision, and monitoring of routine immunization and COVID-19 vaccination based on the annual EPI plans and NDVP.
- Insure availability of routine immunization services and Periodic Intensification of Routine Immunization activities (PIRI)
- Facilitates and monitors the routine EPI activities in the conflict areas of Libya to insure reaching the un-reached and zero dose children by strengthening the defaulters’ tracking/ follow-up system and miss-opportunity catch-up system in all regions of Libya.
Strengthens local capacities in implementation of immunization services against Vaccine Preventable Diseases ( VPD), achieving results such as:
- Coordinates VPD surveillance activities with concentration on measles and rubella surveillance.
- Identify training needs for respective target audiences and developing comprehensive plans for capacity building on VPD surveillance.
- Assists in preparing training material tailored to the specific needs.
- Assist in conducting adequate training on VPDs Outbreak Investigation or similar areas for health personnel.
Ensures planning, development and implementation of appropriate VDPVs outbreak preparedness and response activities in the designated area, achieves results such as:
- Provides technical inputs for the planning and implementation of high‐risk population as migrant population strategies.
- Conducts independent active surveillance and weekly zero monitoring visits along with EPIHF designated high risk municipalities.
- Insure availability of relevant updated VPDs integrated surveillance guidelines
- Plans and implements approved work plan activities in coordination with POL and NCDC team for different VPD integrated surveillance.
- Participates in investigation and plan for response to all VPD outbreaks and reports sharing of the outbreaks with all relevant stakeholders.
- Collaborates with NCC and the expert committees in the final classification of inadequate VPD cases.
- Assist and coordinate with the local and external partners in building the capacity of the VPD surveillance focal persons at all levels.
Impact of Functions:
The National Consultant – Immunization coordinates all aspects of gathering and dissemination of information on immunization, activities and outcomes, with a particular focus on analysing and consolidating data for immunization monitoring and early warning.
The functions contribute to the early detection and investigation of disease outbreaks in order to ensure rapid reaction and mediate the spread of the disease. Through the aggregation, review and analysis of data, activities in reaction to outbreaks can be better monitored, coordinated or replicated in the future if required.
Qualifications:
Education
Essential: First level university degree in Medicine and/or Public is required. Health,
Desirable: Advanced university degree (e.g. Master’s) in Immunology, Vaccinology, Paediatrics, Social Sciences, Medicine, Health, Public Health, Child Development, Nursing, international development assistance in Immunization and Child Survival & Health Care is desirable.
Specialized training or second university degree in epidemiology, surveillance, or monitoring will be considered an asset.
Experience
Essential: At least 5 year of relevant professional work experience in the domain of immunization programme at the national level is required. Experience in Reaching Every District (RED) strategy, and VPD surveillance is essential.
Past professional work experience, in the UN system, international institutions or NGOs is considered an asset.
Desirable: Experience in health sector coordination with emphasis on emergency response relief, immunization in emergency and humanitarian contexts
Language:
Fluency in Arabic and English is essential.
