The work related to EMIS is divided into three phases: Phase 1 – Implementation of the pilot phase

The first phase concerns the preparation of the statistical report based on the 200 schools that have already been identified by MoE. This phase mostly includes all the trainings that are relevant to IDC staff, including on the following topics: introduction to education indicators, education data management and EMIS; data collection and data cleaning; structure of a statistical report; data visualization for the statistical report. In addition to the trainings, this phase also includes continuous support to IDC staff in all the steps of development of the statistical report, with daily to weekly presence at IDC premises to monitor the progress of activities and to provide ad hoc mentoring where needed.

Phase 2 – End of pilot project review

The second phase is a stocktaking of the pilot EMIS project, with the presentation of the statistical report related to the 200 selected schools to different stakeholders within MoE. The statistical report will also be used to train the planning department on the use of EMIS data for planning purposes.

Phase 3 – Preparation of EMIS scale up

This phase aims at preparing for the scale up of EMIS to all schools in the country and focuses on the development of an EMIS policy that outlines roles and responsibilities of different stakeholders (at MoE, regional, sub-regional and school levels) as well as lines of accountability in data validation and endorsement of the results. This phase also includes a training with UIS on the yearly reporting expectations in order for the MoE to contribute to global data collections against the SDGs and EFA goals.

In relation to distance education, the scope of work focuses on conducting a mapping of the different distance education initiatives that are ongoing within MoE (digitalization of textbooks, learning management system development, etc.) and the identification of UNICEF’s areas of potential support. This is in line with the suggested first steps of the roadmap on distance education developed by UNICEF and IDC and endorsed by IDC in February 2022.

    •  Liaise with UNESCO Institute for Statistics (UIS) for a review of the current EMIS indicators and carry out modifications based on UIS feedback.
  •  TOT on data collection to concerned EMIS staff and support to the roll-out trainings to schools’ focal points.
    •  Training on data cleaning and validation to concerned IDC staff, as well as continuous support during the data cleaning and validation process.
    •  Training on the drafting of a statistical report (including examples from other countries and data visualization content) to concerned IDC staff (10 to 15) and continuous support in drafting the statistical report.
    •  Compilation of technical problems and needed modifications related to the EMIS data collection and analysis platform.
    •  A training report that includes training material for each training conducted, with recommendations for MoE and UNICEF.
    •  Minutes of the meetings conducted with UIS and proof of modification made to the EMIS platform based on UIS feedback.
    •  List of technical errors and needed modifications related to the data collection and analysis platform.
      •  Workshop with different stakeholders within MoE to present the statistical report.
      •  Workshop with the planning department and other relevant departments within MoE on the use of EMIS for education planning.
      •  Development of a report on the pilot EMIS project and recommendations for the scale up of EMIS to reach all schools in 2023.
      •  Workshop reports with recommendations for MoE and UNICEF.
      •  Final report on the pilot phase that includes:
      •  The statistical report produced.
      •  A skill gap analysis for IDC staff and other stakeholders involved in the data management process, and a proposal for a training program during the scale up phase.
      •  Recommendations on how to solve bottlenecks encountered during the pilot phase.60 working days between June and September 2022.
      • 50 working days between September and October 2022.
    •  Workshop to develop the EMIS policy (rules and responsibilities, lines of accountability for data validation and endorsement of results) with stakeholders at national, regional and sub-regional level
    •  Training on yearly reporting mechanisms to UIS to ensure Libya’s reporting towards global SDG targets.
    •  Workshop reports with recommendations for MoE and UNICEF.
    •  EMIS policy document detailing rules and responsibilities of different actors involved in data collection, validation and endorsement of data analysis results. This should include accountability for reporting of Libya’s data to UIS yearly.

    •  Mapping of ongoing distance education initiatives within MoE
    •  Report detailing the different ongoing distance education initiatives within MoE (e-books, learning management systems, distance education platforms, TV-based distance education, etc.). The analysis is to be conducted based on key stakeholder interviews within MoE and access to the tools/systems developed or under development. The report should include recommendations for UNICEF on areas of support to prioritize on distance education.

    Working arrangement:

    This assignment is based in Tripoli with frequent presence at IDC premises.

    •  An advanced university degree (Master’s or higher) in Statistics, Economics, Computer Science, etc
    •  Advanced knowledge of education management information systems (minimum five years of experience).
    •  Advanced skills in data collection and analysis.
    •  Training skills on education data management, data collection and analysis, education data and planning.
    •  Knowledge of MoE’s data management and distance education initiatives.
    •  Working knowledge of Arabic required.
    •  Knowledge of EMIS in other countries an asset.

    The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
