Purpose of Activity/Assignment:

UNICEF is seeking to recruit a programme coordinator based in Tripoli, to coordinate UNICEF’s programms based in the South. The five municipalities are Alkofra, Ghat, Sebha, Brak Al Shati and Ubari. The key focus of the programms will be on youth engagement, including life-skills and basic literacy and numeracy training, community engagement as well as child protection services. Key aspects of this role include representing UNICEF in the South, planning implementing and close monitoring, relationship management with counterparts and stakeholders and close coordination on the ground in the selected municipalities.

How can you make a difference?

Scope of Work:

Under the day-to-day supervision of UNICEF’s Adolescents Development Specialist and Child Protection Officer, based on the overall guidance of the two Head of Sections (Education and Child Protection), the programme coordinator supports the coordination, planning, implementation, monitoring, and reporting of the programmes in the South of Libya. It is expected that the coordinator will be the focal point for UNICEF in the South. The coordinator will liaise with key stakeholders (municipalities, traditional councils, CSOs, and local authorities such as the Ministry of Local Governance, Education, and Social Affairs), for the best interest of children, adolescents and young people within the scope of the UNICEF programme. The coordinator is expected to engage with the communities, parents, youth, and children and liaise with the various formal, informal, and hybrid groups who live in the South, including the different communal groups, IDPs, returnees, as well as migrants, refugees, and asylum seekers. The role will require coordination and meeting with the implementing partners of this joint programme (AICS, and its implementing partners, UNDP and its implementing partners) and IOM and its implementing partners. Given the strategic location of the South, the programme coordinator may be requested by UNICEF programme team (through matrix management) to take part in UNICEF’s emergency preparedness and response. The detailed duties and responsibilities for this role include:
1. Plan and implement field-level activities in line with the project plan, ensuring that all activities are implemented according to the agreed timelines;
2. Lead the reporting on the programme activities for internal and external stakeholders including donors. This includes preparing reports, data, and recommendations;
3. Liaise closely with all donors to ensure that outputs and activities are completed within the given timelines;
4. Develop a monitoring plan for the programmes and oversee the day-to-day monitoring of the implementation of all UNICEF programmes (Education, Youth development and participation, child protection, emergency
preparedness and response). Provide tools and templates for the facilitators to collect monitoring data;
5. Oversee and participate in assessments, monitoring and supportive supervision visits organized by all the UN agencies involved in these programmes in the South.
6. 0versee and provide supportive supervision to the five national facilitators based in the south;
7. Oversee the organisation of, and attend local committees and technical cooperation meetings, to strengthen coordination with other stakeholders as required within the scope of UNICEF programme and provide minutes and action points for internal and external stakeholders;
8. Organise and oversee data collections including data collection, analysis and dissemination of data. This includes the development of planning data collections, developing tools to be used, analyzing data and presenting the data for internal and external purposes;
9. Oversee the coordination with UNICEF supply team and facilitators in the south on the provision and set-up of child friendly spaces and youth centers;
10. Provide support in planning awareness raising campaigns and development of tools for child protection activities;
11. Provide support to the municipality and sub national government counterpart (such as Ministry of Local Governance, Education, and Social Affairs) in UNICEF procedures and plans;
12. Coordinate and participate in regular strategy meetings with internal and external stakeholders and support activities for sustainability of the project
13. Support UNICEF efforts in emergency preparedness and response in the South based on the guidance received from the supervisor and in coordination with UNICEF emergency team through matrix management.

 

To qualify as an advocate for every child you will have…

  • Master’s degree in education, social sciences, child protection or law or related discipline
  • Minimum of 6 years relevant work experience (Education, Child Protection, Youth empowerment and Participation) in the field, (or 8 years with a Bachelor’s degree).
  • Proven track record in coordination and/or institutional strengthening of governance and civil society organizations, preferably in the field of youth development and participation.
  • Excellent knowledge of current affairs in Libya, with particular focus on local governance, youth development, and civil society organizations role.
  • Experience in working with local municipality Government including relationship building and policy development.
  • Proven track record in report writing, proposal writing, and note taking.
  • Fluency in English required.
  • Previous experience with UN agencies including UNICEF is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
